1Be it enacted by the People of the State of Maine as follows:

4 This bill is a concept draft pursuant to Joint Rule 208.
5 This bill would authorize a General Fund bond issue in order to create the School
6 Capital Improvement Fund. The fund would be available to any school district, subject to
7 eligibility criteria such as the condition and age of the school facility to be renovated or
8 replaced. Funds would be available to school districts on a one-to-one matching basis.
