1Emergency preamble. Whereas, acts and resolves of the Legislature do not
2 become effective until 90 days after adjournment unless enacted as emergencies; and
3Whereas, this legislation must take effect before the end of the 90-day period to help
4 ensure the Northern New England Passenger Rail Authority's 2025 application to the
5 United States Department of Transportation, Federal Railroad Administration for funding
6 is timely made; and
7Whereas, in the judgment of the Legislature, these facts create an emergency within
8 the meaning of the Constitution of Maine and require the following legislation as
9 immediately necessary for the preservation of the public peace, health and safety; now,
10 therefore, be it
11Sec. 1. Application for federal funding. Resolved: That the Northern New
12 England Passenger Rail Authority shall apply for funding through the federal corridor
13 identification and development program, established in 49 United States Code, Section
14 25101(a) and administered by the United States Department of Transportation, Federal
15 Railroad Administration, for the purpose of identifying the rail corridor that extends from
16 Portland through Auburn, Lewiston, Waterville and Bangor to Orono, with other station
17 locations determined to be appropriate, as an intercity passenger rail corridor. The
18 Northern New England Passenger Rail Authority shall apply for this funding during the
19 2025 application period.
20Emergency clause. In view of the emergency cited in the preamble, this legislation
21 takes effect when approved.
22SUMMARY
23 This resolve directs the Northern New England Passenger Rail Authority to apply for
24 funding through the federal corridor identification and development program for the
25 purpose of identifying the rail corridor that extends from Portland through Auburn,
26 Lewiston, Waterville and Bangor to Orono, with other station locations determined to be
27 appropriate, as an intercity passenger rail corridor. The Northern New England Passenger
28 Rail Authority is directed to apply for this funding during the 2025 application period.
