1Be it enacted by the People of the State of Maine as follows:
2Sec. 1. 38 MRSA §579-A is enacted to read:
3§579-A. Rules designed to reduce greenhouse gas emissions
4 When adopting rules designed to reduce greenhouse gas emissions, the department
5 shall issue an estimate, calculated using sound scientific information and methods, of:
61. Prevention of adverse effects on climate. The level of adverse effects on the
7 climate that will be prevented by the reduction in greenhouse gas emissions; and
82. Costs. The costs associated with the reduction in greenhouse gas emissions,
9 including the impact on the prices of gasoline, diesel fuel, electricity, heating oil and
10 propane.
11SUMMARY
12 This bill requires the Department of Environmental Protection, when adopting rules
13 designed to reduce greenhouse gas emissions, to issue an estimate of the level of adverse
14 effects on the climate that will be prevented by the reduction in emissions and the costs
15 associated with the reduction in emissions that will be borne by consumers.
