1Be it enacted by the People of the State of Maine as follows:
2Sec. 1. 29-A MRSA §101, sub-§22-C is enacted to read:
322-C. Electric vehicle. "Electric vehicle" means a fully electric vehicle that has an
4 onboard electrical energy storage device that is designed to be recharged using an external
5 energy source or a vehicle that is designed to operate using electricity produced from
6 compressed hydrogen fuel.
7Sec. 2. 29-A MRSA §501, sub-§14 is enacted to read:
814. Electric vehicle registration surcharge. In addition to the payment of other
9 applicable registration fees under this section, and except as otherwise provided in this
10 subsection, the Secretary of State shall require payment of an annual electric vehicle
11 registration surcharge by the owner of an electric vehicle.
12 A. The annual electric vehicle registration surcharge under this subsection is $250.
13 B. The annual electric vehicle registration surcharge under this subsection may be paid
14 in 2 biannual payments.
15 C. Notwithstanding section 409 or any other provision of law to the contrary, the
16 surcharges collected pursuant to this subsection must be transmitted to the Treasurer
17 of State and credited to the Highway Fund.
18 The Secretary of State shall adopt rules to implement this subsection.
19SUMMARY
20 This bill directs the Secretary of State to require the owner of an electric vehicle to pay
21 an electric vehicle registration surcharge of $250 per year. The money collected from the
22 surcharge must be transmitted to the Treasurer of State to be credited to the Highway Fund.
