1Sec. 1. Department of Health and Human Services to evaluate municipal
2general assistance program database. Resolved: That the Department of Health and
3 Human Services shall evaluate the feasibility of upgrading the database for the general
4 assistance program under the Maine Revised Statutes, Title 22, section 4323, subsection 6
5 to allow the determination of whether a general assistance program applicant who is
6 disqualified is seeking assistance in another municipality. If the department determines that
7 the current database cannot be upgraded, the department shall research a suitable
8 replacement database that fulfills the criterion in this section.
9Sec. 2. Report. Resolved: That, by December 3, 2025, the Department of Health
10 and Human Services shall issue a report on the evaluation required in section 1 that includes
11 a timeline for implementation of the upgrade or new database. The department shall issue
12 the report to the Joint Standing Committee on Health and Human Services, which may
13 report out a bill based upon the report to the Second Regular Session of the 132nd
14 Legislature.
15SUMMARY
16 This resolve directs the Department of Health and Human Services to issue a report to
17 the Joint Standing Committee on Health and Human Services on an evaluation of the
18 feasibility of upgrading the database for the municipal general assistance program to allow
19 the determination of whether a disqualified applicant is seeking assistance in another
20 municipality. If the department determines that the current database cannot be upgraded,
21 the department is to research a suitable replacement database that fulfills the criterion. The
22 department is directed to provide the committee a timeline for implementation of the
23 upgrade or new database.
