Resolve, Directing the Efficiency Maine Trust to Study the Quality of Jobs It
Creates in Consultation with an Advisory Group
Sec. 1. Efficiency Maine Trust study. Resolved: That the Efficiency Maine
Trust, established in the Maine Revised Statutes, Title 35-A, section 10103 and referred to
in this resolve as "the trust," shall study, within existing resources and in consultation with
the advisory group under section 2, the quality of jobs created through projects funded by
the trust pursuant to Title 35-A, section 10104. As part of the study, the trust, in consultation
with the advisory group, shall prepare a survey to study the quality of jobs created through
projects funded by the trust and shall distribute that survey to qualified partners that employ
3 or more craft workers. The findings of the survey must be used to identify workforce
development needs and any existing plans to address these needs and to develop the
findings and recommendations of the study.
As used in this resolve, "qualified partner" means an installer that has completed an
application and received acceptance by the trust to serve as an Efficiency Maine Qualified
Partner; and "craft worker" has the same meaning as in Title 26, section 1304, subsection
3-A.
Sec. 2. Advisory group; members and duties. Resolved: That the trust shall
convene an advisory group to consult with the trust regarding the study described in section
1, including regarding the development of the survey described in section 1 and the analysis
of the data collected through that survey. The director of the trust or the director's designee
shall participate in and oversee the advisory group and shall invite at least one
representative from the Maine Labor Climate Council and any additional members
considered necessary by the director to ensure comprehensive stakeholder representation.
The advisory group shall assist the trust in:
1. Developing the questions to be included in and the distribution method for the survey
described in section 1. The survey must include questions designed to collect employment
data from qualified partners surveyed, including data regarding:
A. Employee compensation;
B. Employee retirement benefits and health insurance benefits, including the number
of employees enrolled in the employer's health plan and the employer's contribution;

C. Where employees received training; and
D. The number of employees injured while working on projects funded by the trust;
2. Analyzing employment data collected through the survey; and
3. Developing findings and recommendations to be included in the report under section
3.
Sec. 3. Report. Resolved: That, no later than January 31, 2027, the director of the
trust shall submit a report setting forth the findings and recommendations of the study under
section 1 to the joint standing committee of the Legislature having jurisdiction over labor
matters. The committee may report out legislation related to the report to the 133rd
Legislature in 2027.
