1Be it enacted by the People of the State of Maine as follows:
2Sec. 1. 17 MRSA §313-D, sub-§5 is enacted to read:
35. Nonprofit charitable organizations; no fee. A bona fide nonprofit charitable,
4 educational, political, civic, recreational, fraternal, patriotic, religious or veterans'
5 organization when:
6 A. Games are offered exclusively to a club, group or organization composed of
7 individuals at least 90% of whom are under 18 years of age or to an incorporated
8 community organization, agency or institution;
9 B. Games are offered exclusively on the premises of the bona fide nonprofit charitable,
10 educational, political, civic, recreational, fraternal, patriotic, religious or veterans'
11 organization conducting beano; and
12 C. No fee is charged to participate in a beano game.
13Sec. 2. 17 MRSA §313-D, 2nd ¶, as enacted by PL 2017, c. 284, Pt. JJJJJ, §7, is
14 amended to read:
15 Notwithstanding section 319, persons under the age of 16 years of age may take part
16 in a game of beano conducted under subsection 2, 3 or , 4 or 5.
17SUMMARY
18 This bill authorizes bona fide nonprofit charitable, educational, political, civic,
19 recreational, fraternal, patriotic, religious or veterans' organizations to conduct beano
20 without a license or without registering with the Department of Public Safety, Gambling
21 Control Unit when beano games are offered exclusively to a club, group or organization
22 composed of individuals at least 90% of whom are under 18 years of age or to an
23 incorporated community organization, agency or institution, games are offered exclusively
24 on the premises of the organization conducting beano and there is no fee charged to
25 participate in a beano game.
