1Be it enacted by the People of the State of Maine as follows:
2Sec. 1. 29-A MRSA §954, sub-§5, as amended by PL 2023, c. 634, §14, is further
3 amended to read:
45. Transporter. A garage owner, towing business, business that sells or services camp
5 trailers or motor homes, body shop, finance company, bank, motor vehicle auction
6 business, motor vehicle rental company, recycler or repossession company licensed by the
7 Department of Professional and Financial Regulation, Bureau of Consumer Credit
8 Protection or any public or nonprofit organization as described in section 951, subsection
9 4 may be issued transporter plates and a license to transport a vehicle, including a trailer,
10 owned by or in the custody of that owner or business.
11 A. The holder may use this plate only if the vehicle is accompanied by the owner or
12 the owner's employee.
13 B. A transporter plate may not be:
14 (1) Used in lieu of registration plates;
15 (2) Loaned to another;
16 (3) Used for personal reasons; or
17 (4) Used on a towing vehicle, except for a drive-away saddlemount vehicle
18 transporter combination.
19 C. The holder may charge a fee for the transport of a vehicle under this subsection.
20SUMMARY
21 This bill amends the provisions regarding transporter plates by:
22 1. Including as authorized users a business that sells or services camp trailers or motor
23 homes;
24 2. Clarifying that a transporter license may be used to transport a trailer; and
25 3. Allowing the holder of a transporter license to charge a fee for the transport of a
26 vehicle using the transporter plates.
