1Sec. 1. Criminal justice legal aid clinic pilot project established. Resolved:
2 That the University of Maine System shall establish within the University of Maine School
3 of Law a criminal justice legal aid clinic 3-year pilot project.
4Sec. 2. Reports. Resolved: That the University of Maine System shall submit an
5 interim report no later than January 15, 2027 and a final report no later than November 6,
6 2028 to the joint standing committees of the Legislature having jurisdiction over education
7 matters, judiciary matters and appropriations and financial affairs on the criminal justice
8 legal aid clinic pilot project established pursuant to section 1. The reports must include, but
9 are not limited to, the number of clients served by the clinics at the University of Maine
10 School of Law, including through the criminal justice legal aid clinic pilot project; the
11 number of student attorneys who participated in the pilot project; any barriers to the success
12 of the pilot project; and recommendations, including any suggested legislation, for the
13 future of the criminal justice legal aid clinic to be housed within the existing clinics at the
14 University of Maine School of Law.
15Sec. 3. Appropriations and allocations. Resolved: That the following
16 appropriations and allocations are made.

19 Initiative: Provides one-time funding to establish a criminal justice legal aid clinic as a 3-
20 year pilot project of the Clinics at Maine Law.

21SUMMARY
22 This resolve requires the University of Maine System to establish within the University
23 of Maine School of Law a criminal justice legal aid clinic 3-year pilot project and provides
24 one-time funding for that purpose. The resolve also requires the University of Maine
25 System to submit interim and final reports to the joint standing committees of the
26 Legislature having jurisdiction over education matters, judiciary maters and appropriations
27 and financial affairs on the criminal justice legal aid clinic pilot project.
