Resolve, Directing the Department of Education to Convene a Stakeholder
Group to Improve High School Graduation Rates and Review Policies
Related to Graduation Rate Data
Sec. 1. Definition and policy updates; plan. Resolved: That the Department
of Education shall develop a plan to implement certain recommendations outlined in the
2025 report on high school graduation rates published by the Maine Education Policy
Research Institute, including, but not limited to, updating demographic definitions and data
suppression policies related to high school graduation rates in the State.
Sec. 2. Stakeholder group. Resolved: That the Department of Education shall
convene a stakeholder group to participate in 2 meetings. The stakeholder group shall
review current strategies in the Department of Education to improve high school graduation
rates and develop actionable graduation rate interventions based on the 2025 report on high
school graduation rates published by the Maine Education Policy Research Institute. The
department shall, by January 15, 2026, submit a report summarizing the stakeholder group's
discussions and the plan developed pursuant to section 1 to the Joint Standing Committee
on Education and Cultural Affairs. The joint standing committee may report out a bill to
the Second Regular Session of the 132nd Legislature.
