1Be it enacted by the People of the State of Maine as follows:
2Sec. 1. 29-A MRSA §453, sub-§4-A is enacted to read:
34-A. Exemption; amateur radio license holders. Notwithstanding subsection 2, a
4 registrant that is a holder of an amateur radio license issued by the Federal Communications
5 Commission may not be charged the annual administrative fee for a vanity registration
6 plate displaying the call sign of the amateur radio station. The registrant may be required
7 to show proof of a valid amateur radio license issued by the Federal Communications
8 Commission and shall comply with motor vehicle registration requirements of this chapter.
9Sec. 2. Implementation during next regular update of software; contingent
10effective date. The Secretary of State shall implement the Maine Revised Statutes, Title
11 29-A, section 453, subsection 4-A during the next regular update of the software used by
12 the Department of the Secretary of State, Bureau of Motor Vehicles. This Act does not take
13 effect until the software used by the Department of the Secretary of State, Bureau of Motor
14 Vehicles is updated and the Department of the Secretary of State, Bureau of Motor Vehicles
15 notifies the Secretary of State, the Secretary of the Senate, the Clerk of the House of
16 Representatives and the Revisor of Statutes that the software has been updated.
17 In no event may this Act take effect until 90 days after the adjournment of the
18 Legislature.
19SUMMARY
20 This bill exempts amateur radio license holders from the annual administrative fee for
21 a vanity registration plate if the vanity registration plate displays the call sign of the amateur
22 radio station and the registrant complies with other motor vehicle registration laws. The
23 registrant may be required to provide proof of a valid amateur radio license issued by the
24 Federal Communications Commission. The bill specifies that the exemption will not be in
25 effect until the Secretary of State does its regular update of the software used by the
26 Department of the Secretary of State, Bureau of Motor Vehicles.
