AN ACT concerning 1

County Boards of Education – Volunteer Aides – School Chaplain 2

FOR the purpose of authorizing each county board of education to use a chaplain as a 3
volunteer aide in schools to provide services to students; and generally relating to 4
county boards of education and volunteer aides. 5

SECTION 1. BE IT ENACTED BY THE GENERAL ASSEMBLY OF MARYLAND, 11
That the Laws of Maryland read as follows: 12

(a) (1) Each county board may use volunteer aides in school activities in its 15
county. 16

(2) A COUNTY BOARD MAY USE A CHAPLAIN AS A VOLUNTEER AIDE IN 17
SCHOOLS TO PROVIDE SUPPORT SERVICES TO STUDENTS. 18

(b) A volunteer aide may not be used to supplant educational personnel but shall 19
be used to assist regular employees in their assignments. 20

(c) Each county superintendent shall establish guidelines for the use of volunteer 21

aides in the school system of the superintendent’s county. 1

(d) A volunteer aide is considered an agent of the county board for the limited 2
purposes of: 3

(1) Comprehensive liability insurance coverage u nder § 4 –105 of this 4
article; and 5

(2) Workers’ compensation coverage under the Maryland Workers’ 6
Compensation Act. 7

SECTION 2. AND BE IT FURTHER ENACTED, That this Act shall take effect July 8
1, 2026. 9
