AN ACT concerning 1

Local Law Enforcement Vehicles – Requirements – Automated External 2
Defibrillators 3

FOR the purpose of requiring local law enforcement vehicles to carry automated external 4
defibrillators; requiring a local law enforcement agency to maintain the functionality 5
of an automated external defibrillator carried by a local law enforcement vehicle; and 6
generally relating to requirements for local law enforcement vehicles. 7

SECTION 1. BE IT ENACTED BY THE GENERAL ASSEMBLY OF MARYLAND, 13
That the Laws of Maryland read as follows: 14

Article – Public Safety 15

3–510. 16

(A) IN THIS SECTION, “AUTOMATED EXTERNAL DEFIBRILLATOR” MEANS A 17
MEDICAL HEART MONITOR AND DEFIBRILLATOR DEVICE THAT: 18

(1) IS CLEARED FOR MARKET BY THE FEDERAL FOOD AND DRUG 19
ADMINISTRATION; 20

(2) RECOGNIZES THE PRESEN CE OR ABSENCE OF VEN TRICULAR 21
FIBRILLATION OR RAPID VENTRICULAR TACHYCARDIA; 22

(3) DETERMINES, WITHOUT INTERVENTION BY AN OPERATOR , 1
WHETHER DEFIBRILLATION SHOULD BE PERFORMED; 2

(4) ON DETERMINING THAT D EFIBRILLATION SHOULD BE 3
PERFORMED, AUTOMATICALLY CHARGES; AND 4

(5) (I) REQUIRES OPERATOR INT ERVENTION TO DELIVER THE 5
ELECTRICAL IMPULSE; OR 6

(II) AUTOMATICALLY CONTINU ES WITH DELIVERY OF THE 7
ELECTRICAL IMPULSE. 8

(B) EACH LOCAL LAW ENFORCEMENT VEHI CLE SHALL CARRY AN 9
AUTOMATED EXTERNAL DEFIBRILLATOR. 10

(C) A LOCAL LAW ENFORCEMENT AGENCY S HALL MAINTAIN THE 11
FUNCTIONALITY OF EAC H AUTOMATED EXTERNAL DEFIBRILLATOR DESCRIBED IN 12
SUBSECTION (B) OF THIS SECTION. 13

SECTION 2. AND BE IT FURTHER ENACTED, That this Act shall take effect 14
October 1, 2026. 15
