A BILL ENTITLED
AN ACT concerning 1
Task Force on Education Funding and Student Population Growth 2
FOR the purpose of establishing the Task Force on Education Funding and Student 3
Population Growth to analyze challenges related to student enrollment counts, 4
student population growth, and education funding; and generally relating to the 5
Task Force on Education Funding and Student Population Growth. 6
SECTION 1. BE IT ENACTE D BY THE GENERAL ASSEMBLY OF MARYLAND, 7
That: 8
(a) There is a Task Force on Education Funding and Student Population Growth. 9
(b) The Task Force consists of the following members: 10
(1) one member of the Senate of Maryland, appointed by the President of 11
the Senate; 12
(2) one member of the House of Delegates, appointed by the Speaker of the 13
House; and 14
(3) the following members, appointed by the Governor: 15
(i) one representative of the State Department of Education; 16
(ii) one representative of the Maryland Association of Boards of 17
Education; 18
(iii) one representative of the Maryland State Education Association; 19
(iv) one representative of the Free State PTA; 20

(v) one representative of the Maryland Association of Counties; 1
(vi) one repr esentative of the Maryland Association of School 2
Personnel Administrators; 3
(vii) one representative of the Public School Superintendents’ 4
Association of Maryland; 5
(viii) one representative of the general public; and 6
(ix) one representative of the Office of the Comptroller. 7
(c) The Governor shall designate the chair of the Task Force. 8
(d) The Office of the Governor shall provide staff for the Task Force. 9
(e) A member of the Task Force: 10
(1) may not receive compensation as a member of the Task Force; but 11
(2) is entitled to reimbursement for expenses under the Standard State 12
Travel Regulations, as provided in the State budget. 13
(f) The Task Force shall: 14
(1) analyze challenges related to the delay in student enrollment counts 15
and its effect on school funding; 16
(2) analyze the connection between growing student populations and the 17
provision of school funding; and 18
(3) make recommendations regarding improvements to the provision of 19
school funding. 20
(g) On or before December 15, 2026, the Task Force shall report its findings and 21
recommendations to the Governor and, in accordance with § 2 –1257 of the State 22
Government Article, the General Assembly. 23
SECTION 2. AND BE IT FURTHER ENACTED, That this Act shall take effect July 24
1, 2026. It shall remain effective for a period of 1 year and, at the end of June 30, 2027, this 25
Act, with no further action required by the General Assembly, shall be abrogated and of no 26
further force and effect. 27
