A BILL ENTITLED

AN ACT concerning 1

State Highway Administration – Traffic Calming Devices – Study 2

FOR the purpose of requiring the State Highway Administration to study and make 3
recommendations on the implementation of a consistent statewide policy for the use 4
of traffic calming devices on highways in the State; and generally relating to the use 5
of traffic calming devices on highways in the State. 6

SECTION 1. BE IT ENACTED BY THE GENERAL ASSEMBLY OF MARYLAND, 7
That: 8

(a) The State Highway Administration shall study and make recommendations 9
on the implementation of a consistent statewide policy for the use of traffic calming devices 10
on highways in the State. 11

(b) The study shall include: 12

(1) research on best practices for the implementation and use of traffic 13
calming devices; 14

(2) recommended guidelines for determining the circumstances under 15
which a traffic calming device should be used; 16

(3) recommendations on providing technical support to counties and 17
municipalities on the implementation and use of traffic calming devices; and 18

(4) a list of academic, nonprofit, or other entities that could provide 19
assistance in the development and implementation of a statewide policy on the use of traffic 20
calming devices. 21

2 HOUSE BILL 70

(c) On or before December 1, 2026, the State Highway Administration shall 1
report its findings and recommendations to the Governor and, in accordance with § 2–1257 2
of the State Government Article, the General Assembly. 3

SECTION 2. AND BE IT FURTHER ENACTED, That this Act shall take effect June 4
1, 2026. 5
