FOR the purpose of requiring the Maryland Department of Health to adopt regulations 5
requiring the Maryland Medical Assistance Program to reimburse a psychiatric 6
rehabilitation program for a minimum and maximum number of psychiatric 7
rehabilitation community psychiatric suppo rt services delivered to certain 8
individuals each month; and generally relating to the Maryland Medical Assistance 9
Program and reimbursement for psychiatric rehabilitation program services. 10

SECTION 1. BE IT ENACTED BY THE GENERAL ASSEMBLY OF MARYLAND, 16
That the Laws of Maryland read as follows: 17

Article – Health – General 18

THE DEPARTMENT SHALL ADOPT REGULATIONS REQUIRING THE PROGRAM 20
TO REIMBURSE A PSYCHIATRIC REHABI LITATION PROGRAM FOR PSYCHIATRIC 21
REHABILITATION PROGRAM COMMUNITY PSYCHIATRIC SUPPORT SERVICES FOR A 22
MINIMUM OF 6 SERVICES AND A MAXIM UM OF 30 SERVICES PER MONTH F OR 23
SERVICES DELIVERED ON–SITE OR OFF–SITE TO AN INDIVIDUAL: 24

(1) WITH A SERIOUS EMOTIONAL DI STURBANCE OR A SERIOUS AND 1
PERSISTENT MENTAL DISORDER; 2

(2) WHOSE FUNCTIONING IS SEVERELY IMPAIRED; AND 3

(3) WHO IS LIVING WITH A PARENT, GUARDIAN, OR RELATIVE WHO IS 4
LEGALLY RESPONSIBLE FOR THE INDIVIDUAL’S CARE. 5

SECTION 2. AND BE IT FURTHER ENACTED, That the Maryland Department of 6
Health shall adopt the regulations required under § 15 –103.9 of the Health – General 7
Article, as enacted by Section 1 of this Act, on or before December 1, 2026. 8

SECTION 3. AND BE IT FURTHER ENACTED, That this Act shall take effect June 9
1, 2026. 10
