AN ACT concerning 1

State and Local Employees – Cancer Screening – Paid Leave 2

FOR the purpose of providing that State , county, and municipal employees are entitled to 3
a certain amount of cancer screening leave with pay under certain circumstances; 4
and generally relating to cancer screening leave for State , county, and municipal 5
employees. 6

SECTION 1. BE IT ENACTED BY THE GENERAL ASS EMBLY OF MARYLAND, 17
That the Laws of Maryland read as follows: 18

Article – Local Government 19

(A) THIS SECTION APPLIES TO ALL EMPLOYEES OF A GOVERNMENTAL UNIT 21
OF A COUNTY OR A MUNICIPALITY IN THE STATE. 22

(B) SUBJECT TO SUBSECTION (C) OF THIS SECTION , ON REQUEST , AN 1
EMPLOYEE SUBJECT TO THIS SECTION IS ENTITLED TO CANCER SCREENING LEAVE 2
WITH PAY. 3

(C) AN EMPLOYEE MAY: 4

(1) USE UP TO 4 HOURS OF CANCER SCRE ENING LEAVE IN ANY 5
12–MONTH PERIOD FOR CANCER SCREENING; AND 6

(2) USE CANCER SCREENING LEAVE ONLY AFTER OBT AINING 7
APPROVAL FROM THE EMPLOYEE’S APPOINTING AUTHORITY. 8

(D) THE GOVERNING BODY OF A COUNTY OR MUNICIPALITY SHALL ADOPT 9
PROCEDURES GOVERNING CANCER S CREENING LEAVE, INCLUDING REGULATIONS 10
THAT ESTABL ISH CONDITIONS AND P ROCEDURES FOR REQUES TING AND 11
APPROVING CANCER SCREENING LEAVE. 12

(A) THIS SECTION APPLIES TO ALL EMPLOYEES , INCLUDING TEMPORARY 15
EMPLOYEES AND PART –TIME EMPLOYEES , OF ALL UNITS IN THE EXECUTIVE, 16
JUDICIAL, AND LEGISLATIVE BRANCHES OF STATE GOVERNMENT, INCLUDING ANY 17
UNIT WITH AN INDEPENDENT PERSONNEL SYSTEM. 18

(B) SUBJECT TO SUBSECTION (C) OF THIS SECTION , ON REQUEST , AN 19
EMPLOYEE SUBJECT TO THIS SECTION IS ENTITLED TO CANCER SCREENING LEAVE 20
WITH PAY. 21

(C) AN EMPLOYEE MAY: 22

(1) USE UP TO 4 HOURS OF CANCER SCRE ENING LEAVE IN ANY 23
12–MONTH PERIOD FOR CANCER SCREENING; AND 24

(2) USE CANCER SCREENING LEAVE ONLY AFTER OBT AINING 25
APPROVAL FROM THE EMPLOYEE’S APPOINTING AUTHORITY. 26

(D) THE SECRETARY SHALL ADOPT R EGULATIONS GOVERNING CANCER 27
SCREENING LEAVE, INCLUDING REGULATIONS THAT ESTABLISH CON DITIONS AND 28
PROCEDURES FOR REQUESTING AND APPROVING CANCER SCREENING LEAVE. 29

SECTION 2. AND BE IT FURTHER ENACTED, That this Act shall take effect July 30
1, 2026. 31
