FOR the purpose of authorizing the County Council of Baltimore County to enact a local 6
law granting the Baltimore County Office of the Inspector General certain authority 7
over Baltimore County Public Schools; and generally relating to the Baltimore 8
County Office of the Inspector General and Baltimore County Public Schools. 9
requiring the Inspector General of the Maryland Office of the Inspector General for 10
Education to pursue a memorandum of understanding with the Baltimore County 11
Inspector General on matters pertaining to the Baltimore County public school 12
system; and generally relating to the Maryland Office of the Inspector General for 13
Education and the Baltimore County public school system. 14

SECTION 1. BE IT ENACTED BY THE GENERAL ASSEMBLY OF MARYLAND, 3
That the Laws of Maryland read as follows: 4
Article 3 – Baltimore County 5
3–14–113. 6
BEGINNING IN 2027, THE COUNTY COUNCIL MAY, BY LOCAL LAW, GRANT TO 7
THE INSPECTOR GENERAL THE SAME AUTH ORITY OVER BALTIMORE COUNTY 8
PUBLIC SCHOOLS THAT THE INSPECTOR GENERAL HAS OVER A DE PARTMENT OF 9
COUNTY GOVERNMENT. 10
SECTION 2. AND BE IT FURTHER ENACTED, That it is the intent of the General 11
Assembly that if the Baltimore County Council adopts a local law to grant the Baltimore 12
County Inspector General authority over Baltimore County Public Schools under Section 1 13
of this Act, that the local law shall take effect at the beginning of the next following term 14
of office of the Inspector General. 15

(A) THIS SECTION APPLIES ONLY TO BALTIMORE COUNTY. 18
(B) THE INSPECTOR GENERAL SHALL PURSUE A MEMORANDUM OF 19

MATTERS PERTAINING TO THE BALTIMORE COUNTY PUBLIC SCHOOL SYSTEM. 21
