AN ACT concerning 1
Election Law – Certificate of Candidacy for Congressional Offices – Stock 2
Trading Activities 3
(Congressional Stock Trading Transparency Act) 4
FOR the purpose of requiring the State Board of Elections to include the option on the 5
certificate of candidacy form for candidates for congressional offices to indicate that, 6
if elected, the candidate and the candidate’s spouse will not engage in certain stock 7
trading activities during the candidate’s term of office; requiring the State Board to 8
publish on its website information concerning candidates for congressional offices 9
who make that indication; and generally relating to certificate of candidacy forms for 10
congressional offices. 11

SECTION 1. BE IT ENACTED BY THE GENERAL ASSEMBLY OF MARYLAND, 1
That the Laws of Maryland read as follows: 2
Article – Election Law 3

(c) On the certificate of candidacy form prescribed by the State Board, the 5
candidate shall specify: 6
(1) the office, including, if applicable, the party, district, and circuit to 7
which the candidacy relates; 8
(2) the year of the election; 9
(3) the name of the individual filing the certificate; 10
(4) the address on the statewide voter registration list or the current 11
address of that individual; 12
(5) a statement that the individual satisfies the requirements of law for 13
candidacy for the office for which the certificate is being filed; and 14
(6) any information requested by the State Board to verify the accuracy of 15
the information provided by the individual under this subsection. 16
(D) (1) THE CERTIFICATE OF CA NDIDACY FORM SHALL I NCLUDE THE 17
OPTION FOR A CANDIDATE FOR THE OFFICE OF UNITED STATES SENATOR OR 18
REPRESENTATIVE IN CONGRESS TO INDICATE THAT, IF ELECTED, THE CANDIDATE 19
AND THE CANDIDATE ’S SPOUSE WILL NOT BU Y, SELL, OR EXCHANGE INDIVIDU AL 20
STOCKS DURING THE CANDIDATE’S TERM OF OFFICE. 21
(2) IF A CANDIDATE MAKES THE INDICATION DESCR IBED IN 22
PARAGRAPH (1) OF THIS SUBSECTION , THE STATE BOARD SHALL PUBLISH T HAT 23
INFORMATION ON THE STATE BOARD’S WEBSITE. 24
[(d)] (E) The certificate of candidacy shall be accompanied by: 25
(1) a filing fee satisfying the requirements of § 5–401 of this title; 26
(2) a separate form, unless such a form has previously been filed, 27
establishing a campaign finance entity under Title 13 of this article; 28
(3) evidence that the individual has filed: 29

(i) a financial disclosure statement with the State Ethics 1
Commission in accordance with the requirements of Title 5, Subtitle 6 of th e General 2
Provisions Article; or 3
(ii) any other financial disclosure report required by law; and 4
(4) any additional information required by the State Board. 5
[(e)] (F) The appropriate board shall accept the certificate of candidacy if it 6
determines that all requirements are satisfied. 7
SECTION 2. AND BE IT FURTHER ENACTED, That this Act shall take effect 8
January 1, 2027. 9
