relating to automated enforcement of the Maryland Vehicle Law against 8

SECTION 1. BE IT ENACTED BY THE GENERAL ASSEMBLY OF MARYLAND, 6
That Section(s) 8 –1006 and 8 –1007 of Article – Transportation of the Annotated Code of 7
Maryland be renumbered to be Section(s) 8–1007 and 8–1008, respectively. 8

SECTION 2. AND BE IT FURTHER ENACTED, That the Laws of Maryland read 9
as follows: 10

8–1001. 12

(a) In this subtitle the following words have the meanings indicated. 13

(b) “Coordinator” means the individual designated by the Department to oversee 14
the implementation of Vision Zero throughout the State. 15

(c) “Vision Zero” means a program for planning and developing a State roadway 16
system that has zero vehicle–related deaths or serious injuries. 17

There is a program within the Department known as Vision Zero. 19

8–1003. 20

(a) The purpose of Vision Zero is to develop strategies to make roadways safer for 21
drivers and passengers of motor vehicles, bicyclists, and pedestrians. 22

(b) The goal of Vision Zero is to have zero vehicle –related deaths or serious 23
injuries on roadways by the year 2030. 24

(A) THIS SECTION APPLIES TO COUNTY AND MUNICI PAL AUTOMATED 26
TRAFFIC ENFORCEMENT PROGRAMS THAT IMPLEMENT: 27

(1) TRAFFIC CONTROL SIGNA L MONITORING SYSTEMS UNDER § 28
21–202.1 OF THIS ARTICLE; 29

(6) WORK ZONE SPEED CONTROL SYSTEMS UNDER § 21–810 OF THIS 8

(7) BUS LANE MONITORING S YSTEMS UNDER § 21–1134 OF THIS 10
ARTICLE; 11

(8) NOISE ABATEMENT MONIT ORING SYSTEMS UNDER § 22–612 OF 12
THIS ARTICLE; 13

(9) VEHICLE HEIGHT MONITO RING SYSTEMS UNDER § 24–111.3 OF 14
THIS ARTICLE; OR 15

(10) ANY OTHER COUNTY OR M UNICIPAL AUTOMATED T RAFFIC 16
ENFORCEMENT SYSTEM AUTHORIZED UNDER STATE LAW. 17

(B) EACH COUNTY AND MUNIC IPAL AUTOMATED TRAFF IC ENFORCEMENT 18
PROGRAM SHALL SUBMIT A QUARTERLY AN ANNUAL REPORT TO THE COORDINATOR 19
STATING, FOR EACH CITATION IS SUED DURING THE APPL ICABLE QUARTER TO A 20
MOTOR VEHICLE REGISTERED IN ANOTHER STATE: 21

(1) THE REGISTRATION PLAT E NUMBER AND STATE O F 22
REGISTRATION; 23

(2) WHETHER THE CITATION HAS BEEN PAID; AND 24

(3) WHETHER THE CITATION IS PAST DUE. 25

(C) EACH QUARTERLY ANNUAL REPORT SHALL: 26

(1) INCLUDE THE INFORMATION REQUIRED UNDER SU BSECTION (B) 27
OF THIS SECTION FOR THE PREVIOUS QUARTER; 28

(2) UPDATE THE INFORMATION PROVIDED IN PREVIOUS QUARTERLY 1
REPORTS TO REFLECT CITATIONS THAT HAVE BEEN SUBSEQUENTLY PAID AND ARE 2
NO LONGER CONSIDERED PAST DUE; AND 3

(3) PROVIDE A CUMULATIVE SUMMARY OF: 4

(I) CITATIONS ISSUED UNDE R THE PROGRAM TO MOT OR 5
VEHICLES REGISTERED IN ANOTHER STATE; 6

(II) THE NUMBER OF CITATIONS THAT HAVE BEEN PAID; AND 7

(III) THE NUMBER OF CITATIONS THAT ARE PAST DUE. 8

(D) THE COORDINATOR SHALL COLLABORATE WITH COU NTY AND 9
MUNICIPAL AUTOMATED TRAFFIC ENFORCEMENT PROGRAMS TO IMPLEMENT THIS 10
SECTION. 11

SECTION 3. AND BE IT FURTHER ENACTED, That this Act shall take effect 12
October 1, 2026. 13
