Motor Vehicle Administration – Identification Cards, Licenses, and Permits 2
– Repeal of Color Photograph Requirement 3
FOR the purpose of repealing the requirement that the photograph included on an 4
identification card, a driver’s license, or a moped operator’s permit issued by the 5
Motor Vehicle Administration be in color; and generally relating to the Motor Vehicle 6
Administration and identification card, license, and permit requirements. 7
BY repealing and reenacting, without amendments, 8

SECTION 1. BE IT ENACTED BY THE GENERAL ASSEMBLY OF MARYLAND, 18
That the Laws of Maryland read as follows: 19

(a) On application, the Administration shall issue an identificati on card to any 3
applicant who: 4
(1) Is a resident of this State; 5
(2) Does not have a driver’s license; 6
(3) Presents a birth certificate or other proof of age and identity acceptable 7
to the Administration; 8
(4) Provides satisfactory documentary evi dence that the applicant has 9
lawful status; 10
(5) (i) Provides satisfactory documentary evidence that the applicant 11
has a valid Social Security number by presenting the applicant’s Social Security 12
Administration account card or, if the Social Security Adm inistration account card is not 13
available, any of the following documents bearing the applicant’s Social Security number: 14
1. A current W–2 form; 15
2. A current SSA–1099 form; 16
3. A current non–SSA–1099 form; or 17
4. A current pay stub with the applicant’s name and Social 18
Security number on it; or 19
(ii) Provides satisfactory documentary evidence that the applicant is 20
not eligible for a Social Security number; and 21
(6) Presents a completed application for an identification card on a form 22
furnished by the Administration. 23
(g) (2) The card shall contain: 24
(v) A [color] photograph of the applicant taken by the procedure that 25
the Administration requires; 26

(d) (2) A noncommercial Class A, B, C, or M license shall include: 28

(iv) A [color] photograph of the applicant that is taken in accordance 1
with a procedure that the Administration requires; 2

(d) Each identification card, moped operator’s permit, and license to drive issued 4
or renewed in accordance with this section shall: 5
(3) Be of the size and design that the Administration requires, 6
tamperproof, to the extent possible, and contain: 7
(v) A [color] photograph of the applicant taken by the procedure that 8
the Administration requires; 9
SECTION 2. AND BE IT FUR THER ENACTED, That this Act shall take effect 10
October 1, 2026. 11
