AN ACT concerning 1

Handguns – Wear, Carry, and Transport Laws – Handbook Publication 2

FOR the purpose of requiring the Office of the Attorney General to publish a handbook 3
summarizing certain laws and court cases ; requiring a certain handbook to be 4
drafted in a certain way; and generally relating to the publication of a handbook of 5
the laws relating to the wearing, carrying, and transporting of handguns. 6

SECTION 1. BE IT ENACTED BY THE GENERAL ASSEMBLY OF MARYLAND, 12
That the Laws of Maryland read as follows: 13

(A–3) (1) ON OR BEFORE OCTOBER 1, 2026, AND EACH OCTOBER 1 16
THEREAFTER, THE OFFICE OF THE ATTORNEY GENERAL SHALL PUBLISH A 17
HANDBOOK SUMMARIZING ALL STATE LAWS, FEDERAL LAWS, AND CASE LAW THAT 18
ARE APPLICABLE TO THE WEARING, CARRYING, AND TRANSPORTING OF A HANDGUN 19
IN PUBLIC IN THE STATE. 20

(2) THE OFFICE OF THE ATTORNEY GENERAL SHALL DRAFT T HE 21
HANDBOOK: 22

(I) IN PLAIN LANGUAGE TH AT CAN BE EASILY UND ERSTOOD 1
WITHOUT ANY SPECIAL KNOWLEDGE OF THE APPLICABLE STATE LAWS, FEDERAL 2
LAWS, OR CASE LAW; AND 3

(II) IN A FORMAT THAT CAN BE EASILY USED TO TEACH A 4
FIREARM SAFETY COURSE REQUIRED UNDER THIS SECTION. 5

SECTION 2. AND BE IT FURTHER ENACTED, That this Act shall take effect July 6
1, 2026. 7
