AN ACT concerning 1
Environment – Synthetic Turf Industry and Disposal Study – Deadline 2
Extension 3
FOR the purpose of extending the deadline by which the Department of the Environment 4
is required to submit a certain report on the synthetic turf industry and synthetic 5
turf disposal; and generally relating to synthetic turf. 6
BY repealing and reenacting, with amendments, 7
Chapter 567 of the Acts of the General Assembly of 2024 8
Section 2 9
SECTION 1. BE IT ENACTED BY THE GENERAL ASSEMBLY OF MARYLAND, 10
That the Laws of Maryland read as follows: 11
Chapter 567 of the Acts of 2024 12
SECTION 2. AND BE IT FURTHER ENACTED, That: 13
(a) The Department of the Environment, in consultation with the Synthetic Turf 14
Council and other representatives of the synthetic turf industry, local environmental and 15
community stakeholders, and synthetic turf producers, retailers, and users, including local 16
governments, county school systems, higher education facilities, and professional sports 17
organizations, shall conduct a study on: 18
(1) synthetic turf; 19

(2) existing synthetic turf fields in the State; and 1
(3) the synthetic turf industry in the State. 2
(b) On or before [July 1, 2026] JANUARY 15, 2027, the Department shall submit 3
a report of its findings to the Senate Committee on Education, Energy, and the 4
Environment and the House Environment and Transportation Committee, in accordance 5
with § 2–1257 of the State Government Article. 6
(c) The report required under subsection (b) of this section shall include: 7
(1) industry information and background; 8
(2) methodologies used for data collection, including public hearings and 9
other public outreach; 10
(3) current industry practices and guidelines relating to the sale, 11
maintenance, reuse, and disposal of synthetic turf; 12
(4) current industry disposal methods of synthetic turf, including known 13
locations of such disposal; 14
(5) proper and improper disposal methods of synthetic turf; 15
(6) current recycling rates and methods of synthetic turf and future 16
recycling proposals; 17
(7) factors influencing disposal and recycling; 18
(8) case studies and examples; and 19
(9) proposals for improving recycling rates and waste management. 20
SECTION 2. AND BE IT FURTHER ENACTED, That this Act shall take effect June 21
1, 2026. 22
