AN ACT concerning 1

Criminal Procedure – Expungement – Effect 2

FOR the purpose of establishing that a person who is granted an expungement shall be 3
determined for all purposes not to have been arrested for, cited for, charged with, or 4
convicted of the underlying offense; and generally relating to expungement. 5

SECTION 1. BE IT ENACTED BY THE GENERAL ASSEMBLY OF MARYLAND, 11
That the Laws of Maryland read as follows: 12

BE DETERMINED FOR AL L PURPOSES NOT TO HA VE BEEN ARRESTED FOR , CITED 16
FOR, CHARGED WITH, OR CONVICTED OF THE UNDERLYING OFFENSE. 17

SECTION 2. AND BE IT FURTHER ENACTED, That this Act shall take effect 18
October 1, 2026. 19
