FOR the purpose of requiring , subject to certain conditions, the Prince George’s County 4
Board of Education to provide certain drug detection products to public high school 5
students in the county in a certain manner beginning in a certain school year; 6
requiring each public high school i n the county to submit a certain report to 7
Maryland’s Office of Overdose Response on or before a certain date each year; and 8
generally relating to drug detection products and Prince George’s County public high 9
schools. 10

SECTION 1. BE IT ENACTED BY THE GENERAL ASSEMBLY OF MARYLAND, 1
That the Laws of Maryland read as follows: 2

Article – Education 3

(f) (1) On or before October 1 each year, each public school shall submit, on 5
the form that the Department requires, a report to the Department on each incident at the 6
school that required the use of naloxone or other overdose–reversing medication. 7

(A) (1) IN THIS SECTION THE F OLLOWING WORDS HAVE THE MEANINGS 9
INDICATED. 10

(2) “DRINK SPIKING DETECTION PRODUCT” MEANS A PRODUCT THAT 11
HAS ONE OR MORE TEST SPOTS THAT ALLOW THE USER TO TEST A PORTI ON OF A 12
BEVERAGE TO DETERMIN E WHETHER THE BEVERA GE HAS BEEN CONTAMIN ATED 13
WITH THE DRUG GAMMA–HYDROXYBUTYRIC ACID (GHB) OR KETAMINE. 14

(3) “DRUG DETECTION STRIP” MEANS A DISPOSABLE T EST STRIP 15
THAT ALLOWS AN INDIVIDUAL TO TEST A DRUG FOR THE PRESENCE OF FENTANYL. 16

(B) THIS SECTION APPLIES ONLY IN PRINCE GEORGE’S COUNTY. 17

(C) BEGINNING IN THE 2026–2027 SCHOOL YEAR, THE PRINCE GEORGE’S 18
COUNTY BOARD OF EDUCATION SHALL REQUI RE EACH PUBLIC HIGH SCHOOL IN 19
THE COUNTY TO PROVIDE, AT NO CHARGE TO STUDENTS, DRINK SPIKING DETECTION 20
PRODUCTS AND DRUG DETECTION STRIPS 21

(1) IT IS THE INTENT OF THE GENERAL ASSEMBLY THAT THE PUBLIC 22
HIGH SCHOOLS IN PRINCE GEORGE’S COUNTY PROVIDE DRINK SPIKING DETECTION 23
PRODUCTS AND DRUG DETECTION STRIPS TO THEIR STUDENTS. 24

(2) SUBJECT TO PARAGRAPH (3) OF THIS SUBSECTION, BEGINNING IN 25
THE 2026–2027 SCHOOL YEAR , THE PRINCE GEORGE’S COUNTY BOARD OF 26
EDUCATION SHALL REQUI RE EACH PUBLIC HIGH SCHOOL IN THE C OUNTY TO 27
PROVIDE, AT NO COST TO STUDENTS: 28

(I) DRINK SPIKING DETECTION PRODUCTS; AND 29

(II) DRUG DETECTION STRIPS , IF A PUBLIC HIGH SCH OOL IN 30
THE COUNTY REPORTS A N INCIDENT AT THE SC HOOL REQUIRING THE U SE OF 31

NALOXONE OR OTHER OVERDOSE–REVERSING MEDICATION IN ACCORDANCE WITH 1
§ 7–426.5(F)(1) OF THIS SUBTITLE. 2

(3) PUBLIC HIGH SCHOOLS I N THE COUNTY ARE REQ UIRED TO 3
PROVIDE DRINK SPIKING DETECTION PRODUCTS AND DRUG DETECTION S TRIPS IN 4
ACCORDANCE WITH PARAGRAPH (2) OF THIS SUBSECTION ONLY IF THE PRODU CTS 5
ARE PROVIDED TO THE PUBLIC HIGH SCHOOLS AT NO COST TO THE SCHOOLS. 6

(D) THE DRINK SPIKING DET ECTION PRODUCTS AND DRUG DETECTION 7
STRIPS REQUIRED TO BE PROVIDED TO HIGH SCH OOL STUDENTS UNDER T HIS 8
SECTION MAY BE MADE AVAILABLE IN SCHOOL–BASED HEALTH CLINICS OR SCHOOL 9
LIBRARIES. 10

(E) ON OR BEFORE OCTOBER 1, 2027, AND EACH OCTOBER 1 THEREAFTER, 11
EACH PUBLIC HIGH SCH OOL IN THE COUNTY SH ALL REPORT TO MARYLAND’S 12
OFFICE OF OVERDOSE RESPONSE ON THE QUANT ITY OF DRUG DETECTIO N 13
PRODUCTS DISTRIBUTED BY THE SCHOOL DURING THE PREVIOUS SCHOOL YEAR. 14

SECTION 2. AND BE IT FURTHER ENACTED, That this Act shall take effect July 15
1, 2026. 16
