Institutions of Higher Education – Provision of Menstrual Hygiene Products – 2
Requirement 3

FOR the purpose of requiring each institution of higher education that provides on–campus 4
housing to provide, free of charge, menstrual hygiene products in restrooms student 5
health centers at the institution; and generally relating to the provision of menstrual 6
hygiene products at institutions of higher education. 7

SECTION 1. BE IT ENACTED BY THE GENERAL ASSEMBLY OF MARYLAND, 14
That the Laws of Maryland read as follows: 15

SIZE–APPROPRIATE TAMPONS OR SANITARY NAPKINS FOR USE IN CONNECTIO N 2
WITH THE MENSTRUAL CYCLE. 3

ON OR BEFORE AUGUST 1, 2028, EACH INSTITUTION OF HIGHER EDUCATION 5
THAT PROVIDES ON –CAMPUS HOUSING SHALL PROVIDE , FREE OF CHARGE , 6
MENSTRUAL HYGIENE PRODUCTS IN ALL RESTROOMS STUDENT HEALTH CENTERS. 7

SECTION 2. AND BE IT FURTHER ENACTED, That this Act shall take effect July 8
1, 2026. 9
