A BILL ENTITLED
AN ACT concerning 1
Task Force on Proactive Review of Audio and Video Recordings on Special 2
Education Buses 3
FOR the purpose of establishing the Task Force on Proactive Review of Audio and Video 4
Recordings on Special Education Buses to study the use of artificial intelligence to 5
proactively review audio and video recordings from special education buses to ensure 6
the safety and security of student passengers; and generally relating to the Task 7
Force on Proactive Review of Audio and Video Recordings o n Special Education 8
Buses. 9
SECTION 1. BE IT ENACTED BY THE GENERAL ASSEMBLY OF MARYLAND, 10
That: 11
(a) There is a Task Force on Proactive Review of Audio and Video Recordings on 12
Special Education Buses. 13
(b) The Task Force consists of the following members: 14
(1) two members of the Senate of Maryland, appointed by the President of 15
the Senate; 16
(2) two members of the House of Delegates, appointed by the Spea ker of 17
the House; 18
(3) the State Superintendent of Schools, or the State Superintendent’s 19
designee; 20
(4) the Secretary of Commerce, or the Secretary’s designee; 21
(5) the Secretary of Labor, or the Secretary’s designee; 22

(6) the Secretary of Information Technology, or the Secretary’s designee; 1
(7) the chair of the Special Education State Advisory Committee, or the 2
chair’s designee; and 3
(8) the following members, appointed by the Governor: 4
(i) two representatives of special education advocacy groups in the 5
State; and 6
(ii) two parents or guardians of special education student s enrolled 7
in a public school in the State. 8
(c) The Governor shall appoint the chair of the Task Force. 9
(d) The State Department of Education shall provide staff for the Task Force. 10
(e) A member of the Task Force: 11
(1) may not receive compensation as a member of the Task Force; but 12
(2) is entitled to reimbursement for expenses under the Standard State 13
Travel Regulations, as provided in the State budget. 14
(f) The Task Force shall: 15
(1) study using artificial intelligence tools to systematically and proactively 16
review audio and video recordings from special education buses to ensure the safety and 17
security of each student passenger; 18
(2) identify and analyze policies and procedures in other states or cities 19
that use artificial intelligence tools to systematically and proactively review audio and 20
video recordings of various educational settings, including student transportation, to 21
monitor student safety conditions or identify potential physical abuse, sexual harassment, 22
or sexual assault of students; 23
(3) study the current availability , quality, effectiveness, and costs of 24
implementing or improving audio and video recording capabilities o n special education 25
buses in the State; 26
(4) examine existing policies and procedures for identifying, reporting, and 27
investigating incidents of physical abuse, sexual harassment, sexual assault , bullying or 28
harassment, or other issues on special education buses in the State; 29
(5) research best practices for the use of audio and video recording on buses 30
to prevent physical abuse, sexual harassment, sexual assault , bullying or harassment, or 31
other issues; 32

(6) analyze challenges, including student privacy issues, related to the use 1
of audio and video recording on buses and the use of artificial intelligence tools for review; 2
(7) evaluate the costs of using artificial intelligence tools to review audio 3
and video recordings on special ed ucation buses , including a human review process to 4
ensure accuracy and effectiveness; 5
(8) evaluate the costs of implementing audio and video recording on all 6
special education buses; and 7
(9) consult with relevant stakeholder s, including the Office of Pupil 8
Transportation and Emergency Management in the State Department of Education , the 9
Maryland School Bus Contractors Association, labor unions, the Maryland Association of 10
Pupil Transportation, disability rights organizations, and any other relevant persons. 11
(g) The Task Force shall make recommendations on: 12
(1) options for implementing or improving audio and video recording on 13
special education buses to ensure the safety and security of each student passenger , 14
including potential costs and funding sources; 15
(2) the feasibility of using specific artificial intelligence tools for the 16
systematic and proactive review of audio and video recordings on special education buses, 17
including potential costs and funding sources; and 18
(3) a process for notify ing school leaders and parents or guardians of 19
students who may have been the victim of physical abuse, sexual harassment, sexual abuse, 20
bullying or harassment, or other identified issues. 21
(h) On or before December 1, 2026, the Task Force shall report it s findings and 22
recommendations to the Senate Budget and Taxation Committee, the Senate Committee 23
on Education, Energy, and the Environment, the House Appropriations Committee, the 24
House Ways and Means Committee, and the General Assembly in accordance with § 25
2–1257 of the State Government Article. 26
SECTION 2. AND BE IT FURTHER ENACTED, That this Act shall take effect July 27
1, 2026. It shall remain effective for a period of 1 year and, at the end of June 30, 2027, this 28
Act, with no further action required by the General Assembly, shall be abrogated and of no 29
further force and effect. 30
