FOR the purpose of requiring each county board of education to collect data on energy usage 3
and report the data collected to the Interagency Commission on School Construction; 4
requiring the Commission to adopt regulations specifying the data to be collecte d 5
and the means and frequency of reporting; requiring the Commission to analyze the 6
data collected and provide recommendations for improving school building energy 7
efficiency and usage; and generally relating to school building energy usage. 8

SECTION 1. BE IT ENACTED BY THE GENERAL ASSEMBLY OF MARYLAND, 14
That the Laws of Maryland read as follows: 15

(A) EACH COUNTY BOARD SHALL: 18

(1) COLLECT DATA ON SCHOOL BUILDING ENERGY USAGE; AND 19

(2) REPORT THE DATA COLLE CTED TO THE INTERAGENCY 20
COMMISSION. 21

2 HOUSE BILL 614

(B) THE INTERAGENCY COMMISSION SHALL ADOP T REGULATIONS THAT 1
SPECIFY: 2

(1) THE DATA TO BE COLLECTED; AND 3

(2) THE MEANS AND FREQUENCY OF REPORTING. 4

(C) THE INTERAGENCY COMMISSION SHALL ANAL YZE THE DATA 5
COLLECTED UNDER SUBS ECTION (A) OF THIS SECTION AND PROVIDE 6
RECOMMENDATIONS TO T HE COUNTY BOARD FOR IMPROVING SCHOOL BUI LDING 7
ENERGY EFFICIENCY AND USAGE. 8

SECTION 2. AND BE IT FURTHER ENACTED, That this Act shall take effect July 9
1, 2026. 10
