FOR the purpose of establishing in Anne Arundel County a Class C GC (golf course) license 4
that authorizes the holder to sell beer, wine, and liquor for on–premises consumption 5
at a certain golf course; establishing in Anne Arundel County sports activity ve nue 6
licenses that authorize the holder to sell beer and wine or beer, wine, and liquor for 7
on–premises consumption at a certain sports activity venue; and generally relating 8
to alcoholic beverages licenses in Anne Arundel County. 9

SECTION 1. BE IT ENACTED BY THE GENERAL ASSEMBLY OF MARYLAND, 4

(C) THE LICENSE AUTHORIZES THE LICENSE HOLDER TO SELL BEER, WINE, 16
AND LIQUOR AT RETAIL AT THE PLACE DESCRIB ED IN THE LICENSE FO R 17
ON–PREMISES CONSUMPTION. 18

(D) THE BOARD MAY PLACE CONDITIONS ON THE LOCATION OF SALES AND 19
CONSUMPTION, INCLUDING PROHIBITING THE SALE AND CONSU MPTION OF BEER , 20
WINE, AND LIQUOR IN SPECIFIC AREAS OF THE PREMISES. 21

(E) (1) (I) EXCEPT AS PROVIDED IN PARAGRAPH (2) OF THIS 22
SUBSECTION, THE HOLDER OF THE LICENSE MAY SELL BEER, WINE, AND LIQUOR ON 23
MONDAY THROUGH SUNDAY FROM 6 A.M. TO 2 A.M. THE FOLLOWING DAY. 24

(II) THE HOLDER OF THE LICENSE NEED NOT OBTAIN A SUNDAY 25
PERMIT UNDER § 11–2004 OF THIS TITLE TO SEL L ALCOHOLIC BEVERAGE S ON 26
SUNDAY. 27

(2) THE BOARD MAY REDUCE THE HOURS AND DAYS OF SALE FOR ALL 28
OR PART OF THE LICENSED PREMISES. 29

(F) THE ANNUAL LICENSE FEE IS $1,200. 30

(1) A SPORTS ACTIVITY VENUE BEER AND WINE LICENSE; AND 3

(2) A SPORTS ACTIVITY VENUE BEER, WINE, AND LIQUOR LICENSE. 4

(B) THE BOARD MAY ISSUE A LIC ENSE TO THE OWNER OR OPERATOR OF A 5
COMMERCIAL RECREATIONAL FACILITY THAT OFFERS: 6

(1) BOWLING; 7

(2) GOLF SIMULATORS; 8

(3) MULTISPORT SIMULATORS; 9

(4) INDOOR OR OUTDOOR PICKLEBALL COURTS; 10

(5) INDOOR GYMNASIUMS OR TRAINING CENTERS; OR 11

(6) ANY SIMILAR SPORT ACTIVITY OR VENUE. 12

(C) (1) THE SPORTS ACTIVITY V ENUE BEER AND WINE L ICENSE 13
AUTHORIZES THE HOLDE R TO SELL BEER AND W INE AT RETAIL AT THE PLACE 14
DESCRIBED IN THE LICENSE FOR ON–PREMISES CONSUMPTION. 15

(2) THE SPORTS ACTIVITY VENUE BEER, WINE, AND LIQUOR LICENSE 16
AUTHORIZES THE HOLDE R TO SELL BEER , WINE, AND LIQUOR AT RETAIL AT THE 17
PLACE DESCRIBED IN THE LICENSE FOR ON–PREMISES CONSUMPTION. 18

(D) (1) THE LICENSE HOLDER MA Y SELL OR SERVE ALCO HOL ONLY IN 19
AREAS WITHIN THE PREMISES DESIGNATED FOR ACTIVITY, SEATING, BAR SERVICE, 20
AND DINING, INCLUDING PRIVATE PARTY ROOMS, AS DELINEATED IN THE LICENSE 21
APPLICATION AND SITE PLAN APPROVED BY THE BOARD. 22

(2) THE LICENSE AUTHORIZES SALES TO A CUSTOME R, AT LEAST 21 23
YEARS OLD, WHO IS: 24

(I) ACTIVELY UTILI ZING OR PARTICIPATIN G IN THE VENUE ’S 25
RECREATIONAL SERVICES OR DINING; OR 26

(II) ON THE LICENSED PREMISES AS A GUEST OF A PARTICIPANT 1
IN AN ACTIVITY OFFERED BY THE VENUE. 2

(E) THE LICENSE HOLDER SH ALL MAINTAIN AND OFF ER FOR SALE TO 3
CUSTOMERS A VARIETY OF PREPARED , CONSUMABLE FOOD ITEM S AVAILABLE 4
DURING ALL HOURS THAT ALCOHOLIC BEVERAGES ARE FOR SALE, AS APPROVED BY 5
THE BOARD BASED ON THE NATURE OF THE FACILITY. 6

(F) THE LICENSE HOLDER SHALL: 7

(1) REQUIRE ALL EMPLOYEE S SERVING ALCOHOL TO BE CERTIFIED 8
BY AN APPROVED ALCOHOL AWARENESS TRAINING PROGRAM; 9

(2) IMPLEMENT A WRITTEN POLICY FOR EMPLOYEES TO MONITOR 10
AND LIMIT SERVICE TO CUSTOMERS WHO ARE AC TIVELY PARTICIPATING IN 11
PHYSICAL ACTIVITIES TO ENSURE SAFETY AND PREVENT INTOXICATION; AND 12

(3) OBTAIN A CROWD CONTROL TRAI NING CERTIFICATE WHERE THE 13
OCCUPANT LOAD EXCEEDS 50 PERSONS. 14

(G) (1) THE LICENSE HOLDER MA Y SELL ALCOHOLIC BEV ERAGES 15
MONDAY THROUGH SUNDAY FROM 6 A.M. TO 2 A.M. THE FOLLOWING DAY. 16

(2) THE LICENSE HOLDER NE ED NOT OBTAIN A SUNDAY LICENSE 17
UNDER § 11–2004 OF THIS TITLE TO SELL ALCOHOLIC BEVERAGES ON SUNDAY. 18

(H) THE ANNUAL LICENSE FEES ARE: 19

(1) $740 FOR A SPORTS ACTIVIT Y VENUE BEER AND WIN E LICENSE; 20

SECTION 3. AND BE IT FURTHER ENACTED, That this Act shall take effect July 24
1, 2026. 25
