Aging–in–Place Programs – Grants – Multigenerational Third Places 2
(The Village Multigenerational Third Places Act) 3
FOR the purpose of authorizing the Department of Aging to make grants to nonprofit 4
organizations and area agencies on aging to support social connection for individuals 5
in aging–in–place programs through events or gatherings at multigenerational third 6
places; and generally relating to grants for aging –in–place programs for 7
multigenerational third places. 8

SECTION 1. BE IT ENACTED BY THE GENERAL ASSEMBLY OF MARYLAND, 1
That the Laws of Maryland read as follows: 2
Article – Human Services 3
10–1201. 4
(a) (1) In this section the following words have the meanings indicated. 5
(2) “Aging–in–place program” means a program or service that enables an 6
individual to live in the individual’s own home and participate in a community safely, 7
independently, and comfortably, regardless of age, income, or ability level. 8
(3) “MULTIGENERATIONAL THI RD PLACE ” MEANS A COMMUNITY 9
SPACE OTHER THAN A P ERSONAL HOME OR WORK PLACE THAT SUPPORTS SOCIAL 10
CONNECTION, EVENTS, OR GATHERING AMONG INDIVIDUALS OF DIFFERENT AGES. 11
[(3)] (4) “Senior village” means a local, member –driven, nonprofit 12
organization that: 13
(i) supports community members who choose to age in place by: 14
1. fostering social connections through activities and events; 15
and 16
2. coordinating volunteer help at home using a 17
neighbor–helping–neighbor model; and 18
(ii) is exempt from taxation under Section 501(c)(3) of the Internal 19
Revenue Code. 20
(b) The Department may make grants to nonprofit organizations and area 21
agencies on aging to: 22
(1) expand and establish aging–in–place programs for seniors; AND 23
(2) SUPPORT SOCIAL CONNE CTION FOR INDIVID UALS IN 24
AGING–IN–PLACE PROGRAMS THROU GH EVENTS OR GATHERI NGS AT 25
MULTIGENERATIONAL THIRD PLACES. 26
(c) Any nonprofit organization or area agency on aging may apply to the 27
Department for a State grant to be applied toward: 28
(1) the cost of expanding or es tablishing an aging –in–place program that 29
provides to seniors: 30

[(1)] (I) assistance with the costs of in –home personal care services for 1
activities of daily living, including bathing, personal hygiene and grooming, dressing, 2
toileting, functional mobility, food preparation, laundry, and house cleaning; 3
[(2)] (II) psychological, economic, or functional assistance to enable 4
successful health management, access to medical care, or compliance with treatment 5
recommendations; 6
[(3)] (III) awareness of and access to resources, services, and benefits; 7
[(4)] (IV) support services and care coordination; 8
[(5)] (V) affordable transportation; 9
[(6)] (VI) assistance making in–home modifications or repairs to improve 10
safety, mobility, and accessibility; or 11
[(7)] (VII) the opportunity to live in a senior village; OR 12
(2) OPERATIONAL COSTS , INCLUDING ADMINISTRA TIVE COSTS OR 13
SHORT–TERM OR LONG –TERM LEASES OR RENTA L COSTS, FOR A SENIOR VILLAGE 14
TO PROVIDE ACCESS TO MULTIGENERATIONAL THIRD PLACES. 15
(d) To be eligible for a State grant to expand an existing aging–in–place program 16
under this section, a nonprofit organization or area agency on aging shall demonstrate an 17
equal match for funds requested. 18
(e) The Department shall publicize the a vailability of grant opportunities under 19
the aging –in–place program to eligible organizations at least 6 weeks before grant 20
applications are due. 21
(f) The amount of the State grant for an aging –in–place program shall be 22
determined after consideration of: 23
(1) all eligible applicants; 24
(2) the total amount of State funds available for grants; and 25
(3) the priorities of area need as may be established by the Department in 26
consultation with area agencies on aging and in alignment with area plans on aging. 27
(g) (1) For each fiscal year, the Governor shall include in the annual budget 28
bill an appropriation of at least $100,000 for the purpose of making the State grants under 29
this section. 30

(2) At least 20% of the funding appropriated under paragraph (1) of this 1
subsection shall be used to support senior villages. 2
(h) The Department shall notify an area agency on aging within 2 weeks after a 3
grant award to a nonprofit located within the jurisdiction of the area agency on aging. 4
(i) The Department may adopt regulations for receiving and considering 5
applications and for disbursing funds to applicants. 6
SECTION 2. AND BE IT FURTHER ENACTED, That this Act shall take effect July 7
1, 2026. 8
