FOR the purpose of requiring the Department of Information Technology to post the 4
Statewide Information Technology Master Plan on its website on or before a certain 5
date; requiring the Secretary of Information Technology to notify the Governor and 6
certain committees of the General Assembly if the plan is delayed; requiring the 7
Secretary of Information Technology, or the Secretary’s designee, to provide a certain 8
annual briefing to the General Assembly; and generally relating to the Statewide 9
Information Technology Master Plan. 10

SECTION 1. BE IT ENACTED BY THE GENERAL ASSEMBLY OF MARYLAND, 16

(A) The Secretary shall develop a statewide information technology master plan. 1

(B) (1) THE PLAN DEVELOPED UNDER SUBSECTION (A) OF THIS SECTION 2
SHALL BE POSTED PUBL ICLY ON THE DEPARTMENT’S WEBSITE AND, IN 3
ACCORDANCE WITH § 2–1257 OF THE STATE GOVERNMENT ARTICLE, SUBMITTED 4
TO THE GENERAL ASSEMBLY WITHIN 6 MONTHS 1 YEAR AFTER THE DATE THE 5
GOVERNOR IS INAUGURAT ED IN THE GOVERNOR’S FIRST EACH GUBERNATORIAL 6
TERM. 7

(2) IF THE SECRETARY IS UNABLE T O MEET THE DEADLINE 8
ESTABLISHED UNDER PARAGRAPH (1) OF THIS SUBSECTION, WITHIN 10 DAYS AFTER 9
THE MISSED DEA DLINE, THE SECRETARY SHALL NOTIF Y THE GOVERNOR IN 10
WRITING AND , IN ACCORDANCE WITH § 2–1257 OF THE STATE GOVERNMENT 11
ARTICLE: 12

(I) THE SENATE BUDGET AND TAXATION COMMITTEE; 13

(II) THE SENATE COMMITTEE ON EDUCATION, ENERGY, AND 14
THE ENVIRONMENT; 15

(III) THE HOUSE APPROPRIATIONS COMMITTEE; 16

(IV) THE HOUSE GOVERNMENT, LABOR, AND ELECTIONS 17
COMMITTEE; AND 18

(V) THE JOINT COMMITTEE ON CYBERSECURITY, 19
INFORMATION TECHNOLOGY, AND BIOTECHNOLOGY. 20

(3) THE NOTICE REQUIRED U NDER PARAGRAPH (2) OF THIS 21
SUBSECTION SHALL INCLUDE AN EXPLANATION OF WHY THE PLAN IS DELAYED AND 22
PROVIDE A DATE FOR I TS PUBLICATION , NOT TO EXCEED 3 MONTHS AFTER THE 23
DEADLINE ESTABLISHED UNDER PARAGRAPH (1) OF THIS SUBSECTION. 24

(C) EACH YEAR, THE SECRETARY, OR THE SECRETARY’S DESIGNEE, SHALL 25
PROVIDE A BRIEFING TO THE GENERAL ASSEMBLY ON: 26

(1) THE IMPLEMENTATION OF THE PLAN; 27

(2) ANY MATERIAL CHANGES MADE TO THE PLAN; AND 28

(3) HOW THE STATE INTENDS TO MANA GE AND DEPLOY THE 29
INITIATIVES INCLUDED IN THE PLAN ACROSS T HE EXECUTIVE BRANCH OF STATE 30
GOVERNMENT. 31

SECTION 2. AND BE IT FURTHER ENACTED, That this Act shall take effect 1
October 1, 2026. 2
