AN ACT concerning 1

Video Lottery Terminals – Distribution of Local Impact Grants – Allocation for 2
Fair Hill Purses 3

FOR the purpose of altering, for certain fiscal years, the distribution of proceeds from video 4
lottery terminals by requiring a certain portion of local impact grants distributed to 5
Cecil County to be used for purses offered for certain races held at the Fair Hill 6
Natural Resources Management Area ; and generally relating to the distribution of 7
proceeds from video lottery terminals and local impact grants. 8

SECTION 1. BE IT ENACTED BY THE GENERAL ASSEMBLY OF MARYLAND, 19
That the Laws of Maryland read as follows: 20

(a) (1) Except as provided in paragraph (8) of this subsection, the local impact 23
grants provided under § 9 –1A–27 of this subtitle shall be distributed as provided in this 24
subsection. 25
2 HOUSE BILL 887

(8) (I) Beginning after a video lottery o peration license is issued to a 1
video lottery facility in Baltimore City, 100% of the local impact grants provided under § 2
9–1A–27 of this subtitle from the proceeds of the video lottery facilities located in Allegany, 3
Cecil, and Worcester counties shall be distributed to the local jurisdictions in which those 4
video lottery facilities are located. 5

(II) NOTWITHSTANDING SUBSECTION (B)(1) OF THIS SECTION , 6
FOR EACH OF FISCAL Y EARS 2027 THROUGH 2029, OF THE AMOUNT DISTRIB UTED 7
TO CECIL COUNTY, $200,000 SHALL BE USED FOR PURSES OFFERED FOR R ACES 8
HELD AT THE FAIR HILL NATURAL RESOURCES MANAGEMENT AREA IN 9
ACCORDANCE WITH TITLE 11, SUBTITLE 7 OF THE BUSINESS REGULATION 10
ARTICLE. 11

SECTION 2. AND BE IT FURTHER ENACTED, That this Act shall take effect July 12
1, 2026. 13
