FOR the purpose of establishing the Practical Applications of Real Estate Appraisal 4
(PAREA) Grant Program to provide grants to certain individuals with the goal of 5
becoming a real estate appraiser in certain communities; requiring the Maryland 6
Higher Education Commission to administer the Program; and generally relating to 7
the Practical Applications of Real Estate Appraisal (PAREA) Grant Program. 8

(C) “PROGRAM” MEANS THE PRACTICAL APPLICATIONS OF REAL ESTATE 6
APPRAISAL GRANT PROGRAM. 7

(A) THERE IS A PRACTICAL APPLICATIONS OF REAL ESTATE APPRAISAL 9
GRANT PROGRAM IN THE COMMISSION. 10

(B) THE PURPOSE OF THE PROGRAM IS TO: 11

(1) ASSIST IN CLOSING APP RAISAL GAPS THAT OCC UR IN 12
HISTORICALLY REDLINE D NEIGHBO RHOODS AND UNDERREPR ESENTED 13
COMMUNITIES; 14

(2) AWARD GRANTS TO MINOR ITIES WHO RESIDE IN HISTORICALLY 15
REDLINED NEIGHBORHOODS AND UNDERREPRESEN TED COMMUNITIES WITH THE 16
GOAL OF PURSUING PAREA; AND 17

(3) DIVERSIFY THE APPRAISAL FIELD. 18

(C) THE COMMISSION SHALL ADMINISTER THE PROGRAM. 19

SECTION 2. AND BE IT FURTHER ENACTED, That this Act shall take effect July 20
1, 2026. 21
