AN ACT concerning 1

Education – Public Schools – Grading Rubrics 2

FOR the purpose of prohibiting a public school from utilizing a certain grading rubric for 3
certain students; authorizing a public school to utilize a certain grading rubric for 4
students who require special education services; and generally relating to grading 5
rubrics in public schools. 6

SECTION 1. BE IT ENACTED BY THE GENERAL ASSEMBLY OF MARYLAND, 12
That the Laws of Maryland read as follows: 13

(A) EXCEPT AS PROVIDED IN SUBSECTION (B) OF THIS SECTION, A PUBLIC 16
SCHOOL MAY NOT USE A GRADING RUBRIC IN WHICH 50 REPRESENTS THE LOWEST 17
SCORE POSSIBLE. 18

(B) A PUBLIC SCHOOL MAY US E A GRADING RUBRIC I N WHICH 50 19
REPRESENTS THE LOWEST SCORE POSSIBLE FOR STUDENTS WHO REQUIRE SPECIAL 20

SECTION 2. AND BE IT FURTHER ENACTED, That this Act shall take effect July 22
