FOR the purpose of altering the mandated appropriation for the Maryland Violence 5
Intervention and Prevention Program Fund; establishing a uthorized distribution 6
amounts from the Fund ; and generally relating to the Maryland Violence 7
Intervention and Prevention Program Fund. 8

SECTION 1. BE IT ENACTED BY THE GENE RAL ASSEMBLY OF MARYLAND, 24
That the Laws of Maryland read as follows: 25

(a) There is a Maryland Violence Intervention and Prevention Program Fund. 2

(e) (1) The Fund consists of: 3

(i) money appropriated in the State budget to the Fund; 4

(ii) investment earnings of the Fund; and 5

(iii) money from any other source accepted for the benefit of the Fund. 6

(2) [(i) Subject to subparagraph (ii) of this paragraph, the Governor may 7
annually appropriate up to $10,000,000 to the Fund. 8

(ii) The Governor shall annually include in the annual budget bill an 9
appropriation composed of at least $3,000,000 in general funds to the Fund ] FOR FISCAL 10
YEAR 2028 AND EACH FISCAL YEAR THEREAFTER, THE GOVERNOR SHALL INCLUDE 11
IN THE ANNUAL BUDGET BILL AN APPROPRIATION OF AT LEAST $10,000,000 TO THE 12
FUND. 13

(c) [Funding] EXCEPT AS PROVIDED IN SUBSECTION (D) OF THIS SECTION, 15
FUNDING awards shall be commensurate with: 16

(1) the levels of gun violence in the jurisdiction served by t he local 17
government or nonprofit organization; and 18

(2) the strength of the local government or nonprofit organization’s 19
application. 20

(D) OF THE TOTAL AMOUNT AVAILABLE FOR GRANTS THROUGH THE FUND 21
IN EACH FISCAL YEAR: 22

(1) UP TO 40% SHALL BE ALLOCATED T O PROGRAMS SERVING T HE 23
BALTIMORE REGION, COMPOSED OF BALTIMORE CITY AND BALTIMORE COUNTY; 24

(2) UP TO 40% SHALL BE ALLOCATED T O PROGRAMS SERVING T HE 25
CAPITAL REGION, COMPOSED OF MONTGOMERY COUNTY AND PRINCE GEORGE’S 26
COUNTY; AND 27

(3) ANY REMAINING SHALL BE ALLOCATED TO OTHER JURISDICTIONS 1
DISPROPORTIONATELY A FFECTED BY VIOLENCE , AS DETERMINED BY THE 2
EXECUTIVE DIRECTOR. 3

SECTION 2. AND BE IT FURTHER ENACTED, That this Act shall take effect July 4
1, 2026. 5
