Natural Resources – Hunting – Management 2
FOR the purpose of providing that the Department of Natural Resources may authorize the 3
reduction of the deer population on certain property with deer damage using certain 4
methods; altering the time restrictions for Sunday deer hunting in cer tain counties 5
during deer firearms season; repealing certain time restrictions that apply to the 6
hunting of game birds and mammals on certain Sundays on private property in 7
Wicomico County; authorizing the Department to allow a person to hunt deer on each 8
Sunday of the deer bow hunting season in Baltimore City; repealing the prohibition 9
against hunting migratory game birds on Sundays and authorizing the Department 10
to allow Sunday hunting for migratory game birds, subject to a certain requirement; 11
repealing certain provisions of law governing Sunday hunting on a 12
county–by–county basis and authorizing the Department to adopt regulations 13

SECTION 1. BE IT ENACTED BY THE GENERAL ASSEMBLY OF MARYLAND, 14
That the Laws of Maryland read as follows: 15
Article – Natural Resources 16
10–206. 17
(A) The Department may reduce the wildlife population in any county, election 18
district, or other identifiable area of the State after a thoroug h investigation reveals that 19
protected wildlife is seriously injurious to agricultural or other interests in the affected 20
area. The method of reducing the wildlife population is at the Department’s discretion, 21
except that trapping is preferred whenever fea sible. The Department shall dispose of 22
wildlife taken pursuant to the provisions of this section as the Department deems 23
advisable. 24
(B) (1) IN THIS SUBSECTION, “DEER DAMAGE” INCLUDES: 25
(I) WIDESPREAD DAMAGE CAU SED BY DEER , INCLUDING THE 26
ELIMINATION OF FOREST UNDERSTORY , TREE REGENERATION , AND NATIVE 27
PLANTS; AND 28
(II) THE DESTRUCTION OF AG RICULTURAL CROPS OR 29
LANDSCAPING, INCLUDING ORNAMENTAL LANDSCAPING, CAUSED BY DEER. 30
(2) THE DEPARTMENT MAY AUTHOR IZE THE REDUCTION OF THE 31
DEER POPULATION ON ANY SINGLE, CONTIGUOUS PROPERTY OF AT LEAST 10 ACRES 32
WHERE THE DEPARTMENT HAS DOCUMENTED DEER DAMAGE. 33
(3) (I) THE METHOD OF REDUCING THE DEER POPULATION: 34

DESIGNATED FOR BICYCLING, HIKING, EQUESTRIAN USE , OR OTHER ACTIVE OR 15
PASSIVE RECREATIONAL USE. 16
(4) THE DEPARTMENT SHALL: 17
(I) MAP AREAS OF THE STATE TO WHICH A PERMIT MAY APPLY 18
UNDER THIS SUBSECTION; AND 19
(II) MAKE THE MAPS READILY AVAILABLE TO THE PUBLIC. 20

(a) (1) (i) The Department may allow a person to hunt on each Sunday of 22
the game bird and game mammal seasons in: 23
1. Allegany County; 24
2. Subject to subparagraph (iii) of this paragraph, Calvert 25
County, from 30 minutes before sunrise until 10:30 a.m.; 26
3. Subject to subparagraph (iii) of this paragraph, Caroline 27
County, from 30 minutes before sunrise until 10:30 a.m.; 28

5. Subject to subparagraph (iii) of this paragraph, Charles 2
County, from 30 minutes before sunrise until 10:30 a.m.; 3

8. Subject to subparagraph (iii) of this paragraph, Queen 7

(iii) The time restrictions under subparagraph (i)2, 3, 5, and 8 of this 22
paragraph do not apply: 23
1. On each Sunday during the deer firearms season; 24
2. On the last three Sundays in October and the first two 25
Sundays in November during the deer bow hunting season; and 26
3. On each Sunday of the spring turkey hunting season. 27
(iv) The time restrictions under subparagraph (i)6 of this paragraph 28
do not apply: 29

(3) (i) Subject to subparagraph (ii) of this paragraph, the Department 18
may allow a person to hunt deer on each Sunday of the deer hunting seasons from 30 19
minutes before sunrise until 10:30 a.m. in: 20
1. Kent County; 21
2. Montgomery County; and 22
3. Talbot County. 23
(ii) The time restrictions under this paragraph do not apply: 24
1. To a participant in a junior deer hunt authorized under 25
this subtitle; 26
2. A. On one Sunday de signated by the Department 27
during the deer firearms season; AND 28

B. ON IN KENT COUNTY AND TALBOT COUNTY, ON THE 1
REMAINING SUNDAYS OF THE DEER F IREARMS SEASON , FOR WHICH THE TIME 2
RESTRICTIONS SHALL BE FROM 30 MINUTES BEFORE SUNRISE UNTIL 10:30 A.M. AND 3
FROM 3:00 P.M. UNTIL SUNSET; 4
3. In Kent County, on each Sunday during the deer bow 5
hunting season and the deer muzzle loader season; 6
4. In Montgomery County, on one Sunday designated by the 7
Department during the deer bow hunting season; and 8
5. In Talbot County, on the last three Sundays in October 9
and the first two Sundays in November during the bow hunting season. 10
(4) The Department may allow a person to hunt deer during the deer 11
firearms season: 12
(i) On each Sunday in Harford County; and 13
(ii) On the first Sunday in Anne Arundel County. 14
(5) The Department may allow a person to hunt deer during the deer bow 15
hunting season on: 16
(i) The last three Sundays in October and the first two Sundays in 17
November in Harford County; and 18
(ii) The first Sunday in November in Anne Arundel County. 19
(6) THE DEPARTMENT MAY ALLOW A PERSON TO HUNT DEE R ON 20
EACH SUNDAY OF THE DEER BOW HUNTING SEASON IN BALTIMORE CITY. 21
(7) The Department may allow a person to hunt turkey on each Sunday of 22
the spring turkey hunting season in: 23
(i) Carroll County; 24
(ii) Kent County; and 25
(iii) Talbot County, from 30 minutes before sunrise until 10:30 a.m. 26
(7) (8) Notwithstanding any other provision of this subtitle, the 27
Department may allow a person with [a]: 28

(I) A person with a deer management permit ISSUED UNDER § 1
10–206(A) OF THIS TITLE to shoot deer on any Sunday throughout the year in accordance 2
with the terms of the permit; AND 3
(II) A EXCEPT IN BALTIMORE CITY, BALTIMORE COUNTY, 4
HOWARD COUNTY, AND PRINCE GEORGE’S COUNTY, A PERSON WITH A DEER 5
DAMAGE PERMIT ISSUED UNDER § 10–206(B) OF THIS TITLE TO SHOOT DEER ON ANY 6
SUNDAY THROUGHOUT THE YEAR IN ACCORDANCE W ITH THE TERMS OF THE 7
PERMIT. 8
(8) (9) The Department may allow a person using a State certified 9
raptor to hunt game birds or mammals on each Sunday during the open season for the 10
game birds or mammals. 11
(9) (10) The Department may allow an unarmed person participating in 12
an organized fox chase to chase foxes on Sunday. 13
(10) (11) The Department may allow a person shooting pen –reared game 14
birds or tower–released flighted mallard ducks to hunt on Sunday at a regulated shooting 15
ground in accordance with § 10–906 of this title. 16
(11) (12) The Department may allow a person who is 16 years old or 17
younger to hunt on Sunday if participating in a junior hunt established by the Department 18
in accordance with this subtitle. 19
(12) (13) Except as provided in paragraphs (8) (9) through (10) (11) of this 20
subsection and subject to paragraph (7) (8) of this subsection, a person may not hunt on 21
Sunday in: 22
(i) Baltimore City; 23
(ii) Baltimore County; 24
(iii) Howard County; or 25
(iv) Prince George’s County. 26
(13) (14) (I) [A person may not ] SUBJECT TO SUBPARAGRA PH (II) 27
OF THIS PARAGRAPH, THE DEPARTMENT MAY ALLOW A PERSON TO hunt migratory 28
game birds on Sunday. 29
(II) THE DEPARTMENT SHALL ALLO W THE FOLLOWING 30
PERSONS TO HUNT MIGR ATORY CANADA GEESE (ATLANTIC POPULATION ) ON 31
SUNDAYS DURING THE OPEN SEASON: 32

1. JUNIOR HUNTERS; 1
2. SENIOR HUNTERS; 2
3. APPRENTICE HUNTERS; AND 3
4. FULL–TIME STUDENTS WHO HO LD A HUNTI NG 4
LICENSE. 5
(14) (15) A person may not hunt on public land within the State park 6
system on Sunday. 7
(15) (16) (i) The Department may not allow a person to hunt on public 8
land designated for hunting by the Department on Sunday except in: 9
1. Allegany County; 10
2. Cecil County; 11
3. Garrett County; 12
4. St. Mary’s County; 13
5. Washington County; 14
6. Dorchester County, for turkey during the spring turkey 15
hunting season; 16
7. Frederick County, for deer from the first Sunday in 17
October through the second Sunday in January of the following year, inclusive; 18
8. Subject to subparagraph (ii) of this paragraph, Somerset 19
County, on public land leased to a hunt club from 30 minutes before sunrise until 10:30 20
a.m.; 21
9. Subject to subparagraph (ii) of this paragraph, Worcester 22
County, from 30 minutes before sunrise until 10:30 a.m.; and 23
10. Subject to subparagraph (iii) of this paragraph, Wicomico 24
County, from 30 minutes before sunrise until 10:30 a.m. 25
(ii) The time restri ctions under subparagraph (i)8 and 9 of this 26
paragraph do not apply: 27
1. On each Sunday of the deer firearms season; and 28

provided under [§ 10–410(a)(10)] § 10–410(A)(11) of this title. 15

(2) The Department may allow a person to hunt deer on each Sunday of the 9
deer hunting seasons from the first Sunday in October through the second Sund ay in 10
January, inclusive, in: 11

(ii) Frederick County. 13
(3) (i) Subject to subparagraph (ii) of this paragraph, the Department 14
may allow a person to hunt deer on each Sunday of the deer hunting seasons from 30 15
minutes before sunrise until 10:30 a.m. in: 16
1. Kent County; 17
2. Montgomery County; and 18
3. Talbot County. 19
(ii) The time restrictions under this paragraph do not apply: 20

(4) The Department may allow a person to hunt deer during the deer 3
firearms season: 4
(i) On each Sunday in Harford County; and 5
(ii) On the first Sunday in Anne Arundel County. 6
(5) The Department may allow a person to hunt deer during the deer bow 7
hunting season on: 8
(i) The last three Sundays in October and the first two Sundays in 9
November in Harford County; and 10
(ii) The first Sunday in November in Anne Arundel County. 11
(6) The Department may allow a person to hunt deer on each Sunday of the 12
deer bow hunting season in Baltimore City. 13
(7) The Department may allow a person to hunt turkey on each Sunday of 14

(i) Carroll County; 16
(ii) Kent County; and 17
(iii) Talbot County, from 30 minutes before sunrise until 10:30 a.m.] 18
(1) (I) SUBJECT TO THE PROVIS IONS OF THIS SECTION , THE 19
DEPARTMENT SHALL ADOPT REGULATIONS AL LOWING PERSONS TO HU NT ON 20
SUNDAYS DURING THE GAME BIRD AND GAME MAMMAL SEASONS. 21
(II) THE REGULATIONS ADOPT ED UNDER THIS SUBSEC TION 22
SHALL AT A MINIMUM A LLOW SUNDAY HUNTING ON THE HOURS AND DAYS 23
AUTHORIZED FOR SUNDAY HUNTING BY SPE CIES, HUNTING SEASON, AND COUNTY 24
ON JUNE 30, 2027. 25
[(7)] [(8)] (2) Notwithstanding any other provision of this subtitle, the 26
Department may allow a person with: 27
(i) A person with a deer management permit issued under § 28
10–206(a) of this title to shoot deer on any Sunday throughout the year in accordance with 29
the terms of the permit; and 30

(ii) A Except in Baltimore City, Baltimore County, Howard County, 1
and Prince George’s County, a person with a deer damage permit issued under § 10–206(b) 2
of this title to shoot deer on any Sunday throughout the year in accordance with the terms 3
of the permit. 4
[(8)] [(9)] (3) The Department may allow a person using a State 5

[(12)] [(13)] (7) Except as provided in paragraphs [(8)] [(9)] (3) through 16
[(10)] [(11)] (5) of this subsection and subject to paragraph [(7)] [(8)] (2) of this subsection, 17
a person may not hunt on Sunday in: 18
(i) Baltimore City; 19
(ii) Baltimore County; 20
(iii) Howard County; or 21
(iv) Prince George’s County. 22
[(13)] [(14)] (8) (i) Subject to subparagraph (ii) of this paragraph, the 23
Department may allow a person to A person may not hunt migratory game birds on Sunday. 24
(ii) The Department shall allow the following persons to hunt 25
migratory Canada geese (Atlantic population) on Sundays during the open season: 26
1. Junior hunters; 27
2. Senior hunters; 28
3. Apprentice hunters; and 29
4. Full–time students who hold a hunting license. 30

[(14)] [(15)] (9) A person may not hunt on public land within the State 1
park system on Sunday. 2
[(15) (16) (i) The Department may not allow a person to hunt on public 3
land designated for hunting by the Department on Sunday except in: 4

(b) (3) (i) As part of the application for a regulated shooting ground permit, 7
a person may apply to the Department for authorization to allow hunting on Sunday as 8
provided under [§ 10–410(a)(11)] § 10–410(A)(5) of this title. 9
SECTION 3. AND BE IT FURTHER ENACTED, That, on or before December 1, 10
2029, the Department of Natural Resources shall: 11
(1) report to the General Assembly, in accordance with § 2 –1257 of the 12
State Government Article, on the effec tiveness of this Act on deer management and 13
balancing stakeholder interests; and 14
(2) include in the report: 15
(i) input from all relevant stakeholders; 16
(ii) a summary of all relevant safety statistics from the Department; 17
and 18
(iii) a summary of any regulations adopted in accordance with § 19
10–401(a)(1) of the Natural Resources Article, as enacted by Section 2 of this Act, during the 20
reporting period. 21
SECTION 4. AND BE IT FURTHER ENACTED, That this Act may not be construed 22
to authorize the Department of Natural Resources to allow Sunday hunting in Baltimore 23
County, Howard County, or Prince George’s County: 24
(1) (i) except as provided in Section 10 –410(a)(9) through (11) of the 25
Natural Resources Article, as enacted by Section 1 of this Act; and 26
(ii) subject to Section 10–410(a)(8) of the Natural Resources Article, 27
as enacted by Section 1 of this Act; or 28
(2) (i) except as provided in Section 10 –410(a)(3) through (5) of the 29
Natural Resources Article, as enacted by Section 2 of this Act; and 30
(ii) subject to Section 10–410(a)(2) of the Natural Resources Article, 31
as enacted by Section 2 of this Act. 32

SECTION 5. AND BE IT FURTHER ENACTED, That Section 2 of this Act shall take 1
effect July 1, 2027. It shall remain effective for a period of 3 years and, at the end of June 2
30, 2030, Section 2 of this Act, with no further action required by the General Assembly, 3
shall be abrogated and of no further force and effect. 4
SECTION 5. 6. AND BE IT FURTHER ENACTED, That, except as provided in 5
Section 4 5 of this Act, this Act shall take effect July 1, 2026. 6
