AN ACT concerning 1

Task Force to Modernize County and Municipal Revenue Structures 2

FOR the purpose of establishing a Task Force to Modernize County and Municipal Revenue 3
Structures to study and evaluate the revenue structure of the county and municipal 4
governments within the State; and generally relating to a Task Force to Modernize 5
County and Municipal Revenue Structures. 6

SECTION 1. BE IT ENACTED BY THE GENERAL ASSEM BLY OF MARYLAND, 7
That: 8

(a) There is a Task Force to Modernize County and Municipal Revenue 9
Structures. 10

(b) The Task Force consists of the following members: 11

(1) two members of the Senate of Maryland, appointed by the President of 12
the Senate; 13

(2) two members of the House of Delegates, appointed by the Speaker of 14
the House; 15

(3) the Comptroller, or the Comptroller’s designee; 16

(4) the Secretary of Budget and Management, or the Secretary’s designee; 17

(5) the Director of Assessments and Taxation, or the Director’s designee; 1

(6) two representatives from the Maryland Municipal League, designated 2
by the Chief Executive Officer of the Maryland Municipal League; 3

(7) two representatives from the Maryland Association of Counties, 4
designated by the Executive Director of the Maryland Association of Counties; and 5

(8) one representative from Baltimore City, appointed by the Mayor. 6

(c) The President of the Senate and the Speaker of the House of Delegates jointly 7
shall designate the chair of the Task Force. 8

(d) The Department of Legislative Services shall provide staff for the Task Force. 9

(e) A member of the Task Force: 10

(1) may not receive compensation for serving as a member of the Task 11
Force; but 12

(2) is entitled to reimbursement for expen ses under the Standard State 13
Travel Regulations, as provided in the State budget. 14

(f) The Task Force shall: 15

(1) study and evaluate the revenue structure of the county and municipal 16
governments within the State, including: 17

(i) current revenue sources available to each county and municipal 18
government; 19

(ii) optional revenue sources not currently utilized by county and 20
municipal governments; 21

(iii) the authority of each county and municipal government to raise 22
revenue from additional sources; 23

(iv) the revenue sources utilized by counties and municipal 24
governments in other states; and 25

(v) an analysis of the impact of potential new county or municipal 26
revenue sources on the overall affordability of goods and services and the general cost o f 27
living, including an accounting of existing taxes; and 28

(2) make recommendations regarding the authority of county and 29
municipal governments to increase sources of revenue. 30

(g) On or before December 1, 2026, the Task Force shall submit a report of it s 1
findings and recommendations to the Governor and, in accordance with § 2 –1257 of the 2
State Government Article, to the Senate Budget and Taxation Committee, the House 3
Appropriations Committee, and the House Ways and Means Committee. 4

SECTION 2. AND BE IT FURTHER ENACTED, That this Act shall take effect July 5
1, 2026. It shall remain effective for a period of 1 year and, at the end of June 30, 202 7, 6
with no further action required by the General Assembly, this Act shall be abrogated and 7
of no further force and effect. 8
