AN ACT concerning 1
Key Bridge Heroes Commemoration Day and Memorial Tribute Ceremony 2
FOR the purpose of establishing a certain day as Key Bridge Heroes Commemoration Day 3
in recognition of the service and sacrifice of certain workers ; requiring a certain 4
ceremony to honor and remember the sacrifices and contributions of certain workers; 5
and generally relating to the Key Bridge Heroes Commemoration Day and memorial 6
tribute ceremony. 7

Preamble 19
WHEREAS, Immigrant workers in Maryland are disproportionately employed in 20
work that is physically demanding, hazardous, and performed during nontraditional hours, 21
including overnight roadway and infrastructure maintenance; and 22
WHEREAS, These workers perform essential labor that supports public safety and 23
the functioning of the State’s economy, often at significant personal risk; and 24

WHEREAS, The Maryland General Assembly recognizes the tragic loss of life of the 1
six workers who perished in the Key Bridge collapse on March 26, 2024 , whose sacrifices 2
should be memorialized; now, therefore, 3
SECTION 1. BE IT ENACTED BY THE GENERAL ASSEMBLY OF MARYLAND, 4
That Section(s) 7–405 through 7–421 of Article – General Provisions of the Annotated Code 5
of Maryland be renumbered to be Section(s) 7–406 through 7–422, respectively. 6
SECTION 2. AND BE IT FURTHER ENACTED, That the Laws of Maryland read 7
as follows: 8

UNITS, BUSINESS AND RECREATIONAL FACILITIES, AND CITIZENS OF THE STATE TO 13
UNITE IN REMEMBRANCE AND COMMEMORATE THE SACRIFICES OF THE FOLLOWING 14
WORKERS WHO DIED SERVING MARYLANDERS DURING THE COLLAPSE OF THE 15
FRANCIS SCOTT KEY BRIDGE ON MARCH 26, 2024: 16

(2) ALEJANDRO HERNANDEZ FUENTES; 18
(3) MIGUEL ANGEL LUNA GONZALEZ; 19

SECTION 3. AND BE IT FURTHER ENACTED, That the Governor shall honor and 23
remember the sacrifices and contributions of the Key Bridge Heroes and recognize the 24
heroes’ family members and loved ones in an official State ceremony held in Annapolis on 25
March 26, 2027. 26
SECTION 4. AND BE IT FURTHER ENACTED, That this Act shall take effect June 27
30, 2026. 28
