Public Safety – Department of State Police – School Mapping Data Program 2

FOR the purpose of repealing certain provisions of law relating to the School Mapping Data 3
Program and providing that the School Safety Subcabinet may provide funding from 4
the Safe Schools Fund to a public safety agency; establishing the School Mapping 5
Data Program in the Department of State Police to provide oversight of and technical 6
assistance to a public safety agency for the production of certain school mapping data 7
for a certain purpose; establishing certain requirements for school mapping data 8
produced by a public safety agency; and generally relating to school mapping data. 9

SECTION 1. BE IT ENACTED BY THE GENERAL ASSEMBLY OF MARYLAND, 5
That the Laws of Maryland read as follows: 6

Article – Education 7

[5–310.1. 8

(a) The Interagency Commission shall adopt facility mapping standards for the 9
uniform mapping of the physical attributes of public schools in the State. 10

(b) Local school systems shall: 11

(1) Cooperate with the Interagency Commissi on in the development of 12
uniform mapping standards; and 13

(2) Contribute data as requested by the Interagency Commission.] 14

(a) (1) In this section the following words have the meanings indicated. 16

(2) “Program” means the School Mapping Data Program. 17

(3) “School mapping data” means data in an electronic or digital format to 18
assist first responders in responding to emergencies at a school. 19

(b) There is a School Mapping Data Program in the Center. 20

(c) The purpose of the Program is to pr ovide funds to local school systems to 21
produce school mapping data for each public school in the county, including public charter 22
schools. 23

(d) (1) Each local school system, in consultation with the local law enforcement 24
agency, may apply to the Subcabinet for funds to produce school mapping data. 25

(2) School mapping data produced with funding from the Program shall 26
comply with the facility mapping standards developed by the Interagency Commission on 27
School Construction under § 5–310.1 of this article. 28

(3) The Center shall work in consultation with the Interagency 29
Commission on School Construction to ensure that school mapping data produced with 30

funding from the Program meets the facility mapping standards developed under § 5–310.1 1
of this article. 2

(4) At a minimum, school mapping data produced with funding from the 3
Program shall: 4

(i) Be compatible with software platforms used by the school and 5
local, State, and federal public safety agencies that provide emergency services to the school 6
without requiring the purchase of additional software or charging a fee to view or access 7
the data; 8

(ii) Be in a printable format and, if requested, be in a digital file 9
format that can be integrated into interactive mobile platforms; 10

(iii) Be verified for accuracy by a walk –through of the school 11
buildings and grounds; 12

(iv) Be oriented true north; 13

(v) Be overlaid on current aerial imagery; 14

(vi) Contain site –specific labeling that matches the structure of 15
school buildings, including: 16

1. Room labels; 17

2. Hallway names; 18

3. External door or stairwell numbers; and 19

4. Locations of: 20

A. Hazards; 21

B. Critical utility locations; 22

C. Key boxes; and 23

D. Automated external defibrillators and trauma kits; 24

(vii) Contain site–specific labeling that matches the school grounds, 25
including: 26

1. Parking areas; 27

2. Athletic fields; 28

3. Surrounding roads; and 1

4. Neighboring properties; and 2

(viii) Be overlaid with gridded x and y coordinates.] 3

(a) There is a Safe Schools Fund. 5

(b) The purpose of the Fund is to provide grants to local school systems to enhance 6
school safety. 7

(c) The Subcabinet shall administer the Fund. 8

(f) Except as provided in subsections (g) and (h) of this section, the Fund may be 9
used only to provide grants to local school systems to enhance school safety, including: 10

(1) Conducting training for students and school personnel on de–escalation 11
of situations and identifying and reporting behaviors of concern; 12

(2) Conducting training of assessment teams; 13

(3) Conducting school safety evaluations; 14

(4) Establishing formal and anonymous mechanisms for reporting safety 15
concerns; 16

(5) Reimbursing local law enforcement agencies for school resource officer 17
training provided by the Center; 18

(6) Enrolling school security employees in training provided by the Center; 19

(7) Developing plans to deliver school –based behavioral health and other 20
wraparound services to students who exhibit behaviors of concern, including establishi ng 21
systems to maximize external funding for services; 22

(8) Outreach to the broader school community to improve school safety, 23
including to heighten awareness of existing mental health services and other services; 24

(9) Providing information to students and parents on traveling safely to 25
and from school, including data related to bus and pedestrian safety, strategies for ensuring 26
personal safety, efforts of the local school system to improve safety, and information on 27
available options for reporting incidents and concerns; and 28

(10) Assisting local school systems to improve and monitor traffic control 1
measures in the immediate vicinity of schools to reduce the potential for pedestrian and 2
vehicle accidents. 3

(h) The Subcabinet may use the Fund to provide funding to [local school systems] 4
PUBLIC SAFETY AGENCI ES in accordance with [§ 7 –1510.1 of this subtitle ] TITLE 2, 5
SUBTITLE 8 OF THE PUBLIC SAFETY ARTICLE. 6

(A) IN THIS SUBTITLE THE FOLLOWING WORDS HAVE THE MEANINGS 10

(B) “PROGRAM” MEANS THE SCHOOL MAPPING DATA PROGRAM. 12

(C) “PUBLIC SAFETY AGENCY ” MEANS A STATE, COUNTY, MUNICIPAL, OR 13
REGIONAL AGENCY THAT PROVIDES FIRE FIGHTING, LAW ENFORCEMENT, MEDICAL, 14
AND OTHER EMERGENCY SERVICES. 15

(D) (1) “SCHOOL MAPPING DATA ” MEANS DETAILED AND V ERIFIED 16
GEOGRAPHICAL AND STRUCTURAL DATA OF SCHOOL BUILDINGS AND GROUNDS TO 17
ASSIST PUBLIC SAFETY AGENCIES IN RESPONDING TO EMERGENCIES AT A SCHOOL. 18

(2) “SCHOOL MAPPING DATA” INCLUDES: 19

(I) FLOOR PLANS; 20

(II) AERIAL IMAGERY; AND 21

(III) SITE–SPECIFIC LABELS IDEN TIFYING ROOMS , HALLWAYS, 22
AND STAIRWELLS. 23

(E) “SOFTWARE PLATFORM ” MEANS DIGITAL TOOLS AND SYSTEMS A 24
PUBLIC SAFETY AGENCY USES TO ACCESS, SHARE, AND USE SCHOOL MAPPING DATA 25
AND RELATED EMERGENCY INFORMATION. 26

(F) “VERIFIED DATA ” MEANS DATA PHYSICALL Y INSPECTED AND 27
CONFIRMED FOR ACCURA CY BY AN ON –SITE REVIEW OF SCHOO L BUILDINGS AND 28
GROUNDS BY AN ENTITY RESPONSIBLE FOR PRODUCING SCHOOL MAPPING DATA. 29

(A) THERE IS A SCHOOL MAPPING DATA PROGRAM IN THE DEPARTMENT. 2

(B) THE PURPOSE OF THE PROGRAM IS TO PROVIDE OVERSIGHT OF, AND 3
TECHNICAL ASSISTANCE TO, PUBLIC SAFETY AGENCIES THAT RECEIVE FUNDS FROM 4
THE SAFE SCHOOLS FUND TO PRODUCE SCHOOL MAPPING DATA FOR EACH PUBLIC 5
SCHOOL IN A COUNTY , INCLUDING PUBLIC CHA RTER SCHOOLS , TO FACILITATE 6
EFFICIENT AND EFFECTIVE EMERGENCY RESPONSE BY PUBLIC SAFETY AGENCIES. 7

(C) THE PROGRAM SHALL ENSURE THAT SCHOOL MAPPING DATA 8
PRODUCED BY A PUBLIC SAFETY AGENCY MEETS OR EXCEEDS SCHOOL MA PPING 9
DATA STANDARDS ESTABLISHED AND UPDATED BY THE INTERAGENCY COMMISSION 10
ON SCHOOL CONSTRUCTION. 11

(A) EACH LOCAL PUBLIC SAF ETY AGENCY MAY APPLY TO THE SCHOOL 13
SAFETY SUBCABINET UNDER § 7–1512 OF THE EDUCATION ARTICLE FOR FUNDS TO 14
PRODUCE SCHOOL MAPPING DATA OF A LOCAL P UBLIC SCHOOL OVER WH ICH THE 15
PUBLIC SAFETY AGENCY HAS JURISDICTION. 16

(B) A LOCAL PUBLIC SAFETY AGENCY, IN CONSULTATION WITH THE 17
PROGRAM, SHALL ENSURE THAT SC HOOL MAPPING DATA ME ETS STANDARDS 18
ESTABLISHED IN SUBSECTION (C) OF THIS SECTION. 19

(C) AT A MINIMUM , SCHOOL MAPPING DATA PRODUCED BY A PUBLIC 20
SAFETY AGENCY WITH FUNDING FROM THE SAFE SCHOOLS FUND SHALL: 21

(1) BE COMPATIBLE WITH S OFTWARE PLATFORMS US ED BY THE 22
SCHOOL AND LOCAL , STATE, AND FEDERAL PUBLIC S AFETY AGENCIES THAT 23
PROVIDE EM ERGENCY SERVICES TO THE SCHOOL WITHOUT R EQUIRING THE 24
PURCHASE OF ADDITIONAL SOFTWARE OR CHARGING A FEE TO VIEW OR ACCESS THE 25
DATA; 26

(2) BE IN A PRINTABLE FORMAT AND, IF REQUESTED, BE IN A DIGITAL 27
FILE FORMAT THAT CAN BE INTEGRATED INTO INTERACTIVE MOBILE PLATFORMS; 28

(3) BE VERIFIED FOR ACCU RACY BY A WALK –THROUGH OF THE 29
SCHOOL BUILDINGS AND GROUNDS; 30
