A BILL ENTITLED

AN ACT concerning 1

Maryland Transit Administration – Locally Operated Transit Systems – Study 2

FOR the purpose of requiring the Maryland Transit Administration to study the locally 3
operated transit systems throughout the State; requiring the study to include certain 4
information regarding cost shares, ridership, and historical cost increases; requiring 5
the Administration to identify best practices for funding and governance; and 6
generally relating to a study on locally operated transit systems. 7

SECTION 1. BE IT ENACTED BY THE GENERAL ASSEMBLY OF MARYLAND, 8
That: 9

(a) The Maryland Transit Administration shall study and make 10
recommendations regarding the locally operated transit systems throughout the State. 11

(b) In conducting the study required under subsection (a) of this section, the 12
Administration shall: 13

(1) examine and evaluate the following for each locally operated transit 14
system: 15

(i) the current local and State cost shares; 16

(ii) the number of riders served; and 17

(iii) the year–over–year increase in costs over the past 10 years and 18
the resulting impact of those costs on system operations; 19

(2) identify and assess best practices from peer states regarding: 20

(i) local transit funding models; and 21

(ii) governance structures; and 1

(3) consult with representatives from local jurisdictions, transit advocacy 2
organizations, and other relevant stakeholders. 3

(c) On or before Dec ember 1, 2026, the Maryland Transit Administration shall 4
submit a report of its findings and recommendations to the Governor and, in accordance 5
with § 2 –1257 of the State Government Article, the Senate Budget and Taxation 6
Committee, the House Environment a nd Transportation Committee, and the House 7
Appropriations Committee. 8

SECTION 2. AND BE IT FURTHER ENACTED, That this Act shall take effect June 9
1, 2026. 10
