AN ACT concerning 1

Vehicle Laws – Vehicle Registration Fees – Sixth Legislative District 2

FOR the purpose of reducing vehicle registration fees for certain motor vehicles owned by 3
a resident of and registered to an address in the Sixth Legislative District until a 4
replacement bridge for the collapsed Francis Scott Key Bridge opens to general 5
vehicular traffic ; and generally relating to vehicle registration fees in the Sixth 6
Legislative District. 7

SECTION 1. BE IT ENACTED BY THE GENERAL ASSEMBLY OF MARYLAND, 13
That the Laws of Maryland read as follows: 14

Article – Transportation 15

13–912. 16

(a) When registered with the Administration, every passenger car and station 17
wagon, except as otherwise provided in this part, is a Class A (passenger) vehicle. 18

(b) [For] EXCEPT AS PROVIDED IN SUBSECTION (C) OF THIS SECTION, FOR 19
each Class A (passenger) vehicle, the annual registration fee is: 20

(1) For a vehicle with a manufacturer’s shipping weight of 3,500 pounds or 21
less: 22

(i) On or after July 1, 2024, but before July 1, 2025, $70.50; and 1

(ii) On or after July 1, 2025, $80.50; 2

(2) For a vehicle with a manufacturer’s shipping weight of more than 3,500 3
pounds but not more than 3,700 pounds: 4

(i) On or after July 1, 2024, but before July 1, 2025, $80.50; and 5

(ii) On or after July 1, 2025, $85.50; and 6

(3) For a vehicle with a manufacturer’s shipping weight of more than 3,700 7
pounds: 8

(i) On or after July 1, 2024, but before July 1, 2025, $121.50; and 9

(ii) On or after July 1, 2025, $151.50. 10

(C) (1) THIS SUBSECTION APPLIES TO A CLASS A (PASSENGER) VEHICLE 11
OWNED BY A RESIDENT O F AND REGISTERED TO AN ADDRESS IN THE SIXTH 12
LEGISLATIVE DISTRICT. 13

(2) FOR EACH CLASS A (PASSENGER) VEHICLE, THE ANNUAL 14
REGISTRATION FEE IS: 15

(I) FOR A VEHICLE WITH A MANUFACTURER’S SHIPPING 16
WEIGHT OF 3,500 POUNDS OR LESS, $30.50; 17

(II) FOR A VEHICLE WITH A MANUFACTURER’S SHIPPING 18
WEIGHT OF MORE THAN 3,500 POUNDS BUT NOT MORE THAN 3,700 POUNDS, $35.50; 19
AND 20

(III) FOR A VEHICLE WITH A MANUFACTURER’S SHIPPING 21
WEIGHT OF MORE THAN 3,700 POUNDS, $101.50. 22

13–915. 23

(a) When registered with the Administration, every motorcycle is a Class D 24
(motorcycle) vehicle. 25

(b) [For] EXCEPT AS PROVIDED IN SUBSECTION (C) OF THIS SECTION, FOR 26
each Class D (motorcycle) vehicle, the annual registration fee is: 27

(1) On or after July 1, 2024, but before July 1, 2025, $55.00; and 28

(2) On or after July 1, 2025, $65.00. 1

(C) (1) THIS SUBSECTION APPLIES TO A CLASS D (MOTORCYCLE) 2
VEHICLE OWNED BY A RESIDENT OF AND REGISTERED TO AN ADDRESS IN THE SIXTH 3
LEGISLATIVE DISTRICT. 4

(2) FOR EACH CLASS D (MOTORCYCLE) VEHICLE, THE ANNUAL 5
REGISTRATION FEE IS $15.00. 6

13–916. 7

(a) When registered with the Administration, every single unit truck with two or 8
more axles is a Class E (truck) vehicle. 9

(b) (1) [For] EXCEPT AS PROVIDED IN SUBSECTION (C) OF THIS SECTION, 10
FOR each Class E (truck) vehicle, the annual registration fee is based on the maximum 11
gross weight of the vehicle or combination of vehicles, as follows: 12

(2) (i) On or after July 1, 2024, but before July 1, 2025, the annual 20
registration fee under paragraph (1) of this subsection is increased by an additional $45.00. 21

(ii) On or after July 1, 2025, the annual registration fee under 22
paragraph (1) of this subsection is increased by an additional $75.00. 23

(C) (1) THIS SUBSECTION APPLIES TO A CLASS E (TRUCK) VEHICLE THAT 24
IS: 25

(I) DESCRIBED IN SUBSECTION (B) OF THIS SECTION; AND 26

(II) OWNED BY A RESIDENT O F AND REGISTERED TO AN 27
ADDRESS IN THE SIXTH LEGISLATIVE DISTRICT. 28

(2) THE ANNUAL REGISTRATI ON FEE FOR A CLASS E (TRUCK) 29
VEHICLE IS DECREASED BY $50. 30

(A) [Notwithstanding] EXCEPT AS PROVIDED IN SUBSECTION (B) OF THIS 1
SECTION, AND NOTWITHSTANDING § 13–916(b) of this subtitle, for any Class E (truck ) 2
vehicle with a manufacturer’s rated capacity of 3/4 ton or less and a maximum gross vehicle 3
weight of 7,000 pounds or less, the annual registration fee is: 4

(1) For a vehicle with a maximum gross vehicle weight of 3,500 pounds or 5
less: 6

(i) On or after July 1, 2024, but before July 1, 2025, $83.75; and 7

(ii) On or after July 1, 2025, $93.75; 8

(2) Except as provided in item (4) of this section, for a vehicle with a 9
maximum gross vehicle weight of more than 3,500 pounds but not more than 5,000 pounds: 10

(i) On or after July 1, 2024, but before July 1, 2025, $93.75; and 11

(ii) On or after July 1, 2025, $98.75; 12

(3) Except as provided in item (4) of this section, for a vehicle with a 13
maximum gross vehicle weight of more than 5,000 pounds: 14

(i) On or after July 1, 2024, but before July 1, 2025, $108.75; and 15

(ii) On or after July 1, 2025, $138.75; and 16

(4) For a vehicle, regardless of the vehicle’s maximum gross vehicle weight, 17
for which the owner certifies on the registration application that the vehicle for which the 18
application is made will be used for construction activities: 19

(i) On or after July 1, 2024, but before July 1, 2025, $83.75; and 20

(ii) On or after July 1, 2025, $93.75. 21

(B) (1) THIS SUBSECTION APPLIES TO A CLASS E (TRUCK) VEHICLE THAT 22
IS: 23

(I) DESCRIBED IN SUBSECTION (A) OF THIS SECTION; AND 24

(II) OWNED BY A RESIDENT O F AND REGISTERED TO AN 25
ADDRESS IN THE SIXTH LEGISLATIVE DISTRICT. 26

(2) NOTWITHSTANDING § 13–916(B) OF THIS SUBTITLE , FOR ANY 27
CLASS E (TRUCK) VEHICLE WITH A MANUFACTURER’S RATED CAPACITY OF 3/4 TON 28
OR LESS AND A MAXIMUM GROSS VEHICLE WEIGHT OF 7,000 POUNDS OR LESS, THE 29
ANNUAL REGISTRATION FEE IS: 30

(I) FOR A VEHICLE WITH A MAXIMUM GROSS VEHICLE WEIGHT 1
OF 3,500 POUNDS OR LESS, $43.75; 2

(II) EXCEPT AS PROVIDED IN ITEM (IV) OF THIS PARAGRAPH , 3
FOR A VEHICLE WITH A MAXIMUM GROSS VEHICL E WEIGHT OF MORE THA N 3,500 4
POUNDS BUT NOT MORE THAN 5,000 POUNDS, $48.75; 5

(III) EXCEPT AS PR OVIDED IN ITEM (IV) OF THIS PARAGRAPH , 6
FOR A VEHICLE WITH A MAX IMUM GROSS VEHICLE WEIGHT OF MORE THAN 5,000 7
POUNDS, $88.75; AND 8

(IV) FOR A VEHICLE, REGARDLESS OF THE VEHICLE’S MAXIMUM 9
GROSS VEHICLE WEIGHT, FOR WHICH THE OWNER CERTIFIES ON THE 10
REGISTRATION APPLICATION THAT THE VEHICLE FOR WHICH THE APPL ICATION IS 11
MADE WILL BE USED FOR CONSTRUCTION ACTIVITIES, $43.75. 12

SECTION 2. AND BE IT FURTHER ENACTED, That: 13

(a) When a bridge built over the Patapsco River to replace the collapsed Francis 14
Scott Key Bridge opens to general vehicular traffic, with no further action required by the 15
General Assembly, this Act shall be abrogated and of no further force and effect. 16

(b) The Maryland Transportation Authority shall notify the Department of 17
Legislative Services within 5 days of the Francis Scott Key Bridge reopening to general 18
vehicular traffic. 19

SECTION 3. AND BE IT FURTHER ENACTED, That this Act shall take effect July 20
1, 2026. 21
