Vehicle Laws – Stopping, Standing, or Parking in a Bike Lane or Bicycle Path – 2
Prohibition 3
FOR the purpose of prohibiting a person from stopping, standing, or parking a vehicle in a 4
bike lane or bicycle path, subject to certain exceptions; and generally relating to 5
stopping, standing, or parking a vehicle in a bike lane or bicycle path. 6

SECTION 1. BE IT ENACTED BY THE GENERAL ASSEMBLY OF MARYLAND, 17
That the Laws of Maryland read as follows: 18

(a) In this title and Title 25 of this article the following words have the meanings 1
indicated. 2
(c) “Bicycle path” means any travelway designed and designated by signing or 3
signing and marking for bicycle use, located within its own right –of–way or in a shared 4
right–of–way, and physically separated from motor vehicle traffic by berm, shoulder, curb, 5
or other similar device. 6
(e) “Bike lane” means any portion of a roadway or shoulder designated for single 7
directional bicycle flow. 8
21–1003. 9
(a) The provisions of this section apply except as necessary to avoid conflict with 10
other traffic or in compliance with law or the directions of a police officer or traffic control 11
device. 12
(GG) (1) THIS SUBSECTION DOES NOT APPLY TO: 13
(I) AN AUTHORIZED EMERGENCY VEHICLE; 14
(II) A TRANSIT VEHICLE; 15
(III) A VEHICLE PICKING UP O R DISCHARGING INDIVI DUALS 16
WITH DISABILITIES; 17
(IV) A VEHICLE THAT HAS BECOME SO DISABLED WHILE ON THE 18
HIGHWAY THAT THE DRI VER CANNOT AVOID STO PPING AND TEMPORARIL Y 19
STANDING OR PARKING THE VEHICLE; OR 20
(V) A IF NO OTHER PARKING SPACE , SHOULDER, OR OTHER 21
CURB SPACE IS AVAILA BLE ON THE BLOCK , A VEHICLE WHILE LOADIN G OR 22
UNLOADING GOODS FOR PICK UP OR DELIVERY: 23
1. A. UNLESS A SHORTER PERI OD OF TIME IS 24
IMPOSED UNDER A IF AUTHORIZED UNDER LOCAL LAW, FOR A PERIOD OF TIME NOT 25
EXCEEDING 30 MINUTES; AND 26
B. THAT IS DISPLAYING FL ASHING HAZARD WARNIN G 27
LIGHTS; OR 28
2. UNDER A LOCAL CURBSIDE PARKING PERMIT; OR 29

(VI) A VEHICLE ASSOCIATED W ITH CONSTRUCTION OR 1
MAINTENANCE ACTIVITIES IN OR ADJACENT TO THE RIGHT–OF–WAY. 2
(2) UNLESS AUTHORIZED BY A LOCAL JURISDICTION, A PERSON MAY 3
NOT STOP, STAND, OR PARK A VEHICLE IN A BIKE LANE OR BICYCLE PATH. 4
SECTION 2. AND BE IT FURTHER ENACTED, That this Act shall take effect 5
October 1, 2026. 6
