A BILL ENTITLED

AN ACT concerning 1

Task Force to Study Pedestrian and Bicyclist Injuries and Fatalities 2

FOR the purpose of establishing the Task Force to Study Pedestrian and Bicyclist Injuries 3
and Fatalities to study and make recommendations on pedestrian and bicyclist 4
injuries and fatalities, actions pedestrians and bicyclists can take to reduce their own 5
negligence, and priorities and needs for making roadways safe for pedestrians and 6
bicyclists; and generally relating to the Task Force to Study Pedestrian and Bicyclist 7
Injuries and Fatalities. 8

SECTION 1. BE IT ENACTED BY THE GENERAL ASSEMBLY OF MARYLAND, 9
That: 10

(a) There is a Task Force to Study Pedestrian and Bicyclist Injuries and 11
Fatalities. 12

(b) The Task Force consists of the following members: 13

(1) one member of the Senate of Maryland, appointed by the President of 14
the Senate; 15

(2) one member of the House of Delegates, appointed by the Speaker of the 16
House; 17

(3) the Secretary of Transportation, or the Secretary’s designee; 18

(4) the State Highway Administrator, or the Administrator’s designee; and 19

(5) the Director of Bicycle and Pedestrian Access, or the Director’s 20
designee. 21

(c) The Secretary of Transportation or the S ecretary’s designee shall chair the 1
Task Force. 2

(d) The Department of Transportation shall provide staff for the Task Force. 3

(e) A member of the Task Force: 4

(1) may not receive compensation as a member of the Task Force; but 5

(2) is entitled to re imbursement for expenses under the Standard State 6
Travel Regulations, as provided in the State budget. 7

(f) The Task Force shall study and make recommendations on: 8

(1) pedestrian injuries and fatalities in the State, including: 9

(i) challenges related to pedestrian visibility; and 10

(ii) how the wearing of dark clothing at night by a pedestrian affects 11
the likelihood of the pedestrian being struck by a motor vehicle, bicyclist, or other 12
pedestrian; 13

(2) bicyclist injuries and fata lities in the State, including how inclement 14
weather and poor visibility affect bicyclist injuries and fatalities; 15

(3) actions pedestrians and bicyclists can take to reduce their own 16
negligence; and 17

(4) priorities and needs for making roadways safe f or pedestrians and 18
bicyclists. 19

(g) On or before October 1, 2027, the Task Force shall report its findings and 20
recommendations to the Governor and, in accordance with § 2 –1257 of the State 21
Government Article, the General Assembly. 22

SECTION 2. AND BE IT FURTHER ENACTED, That this Act shall take effect July 23
1, 2026. It shall remain effective for a period of 2 years and 3 months , at the end of 24
September 30, 2028, this Act, with no further action required by the General Assembly, 25
shall be abrogated and of no further force and effect. 26
