FOR the purpose of repealing the deadline by which a certain fee must be paid by the holder 3
of a Class A beer and light wine license or a Class A beer, wine, and liquor license to 4
exercise certain Sunday sales privileges; altering the deadline by which a license 5
holder must present to the Board certain proof that all of the license holder’s personal 6
property taxes due to Baltimore City and the State have been paid; and generally 7
relating to alcoholic beverages licenses in Baltimore City. 8

SECTION 1. BE IT ENACTED BY THE GENERAL ASSEMBLY OF MARYLAND, 19
That the Laws of Maryland read as follows: 20

This title applies only in Baltimore City. 2

12–2003. 3

(a) (1) Except as provided in § 12 –2005 of this subtitle, a holder of a Class A 4
beer and light wine license may sell beer and light wine: 5

(i) on Monday through Saturday: 6

1. from 9 a.m. to 10 p.m. in the area specified in the Park 7
Heights Master Plan adopted by the City in 2006; and 8

2. from 6 a.m. to midnight in all other locations in the City; 9
and 10

(ii) on the Sundays that fall between Thanksgiving Day and New 11
Year’s Day, from 1 p.m. to 9 p.m., if [, on or before September 30 of that year,] the license 12
holder has paid a supplementary license fee of $120 for each Sunday the privilege is to be 13
exercised. 14

(2) In addition to the privileges specified under paragraph (1)(ii) of this 15
subsection, the license holder may sell beer and light wine for off–premises consumption on 16
two additional Sundays during the calendar year if the holder pays a license fee of $120 at 17
least 2 weeks before each time the privilege is exercised. 18

12–2004. 19

(a) (1) Except as otherwise provided in this subtitle, a holder of a Class A beer, 20
wine, and liquor license may sell beer, wine, and liquor: 21

(i) on Monday through Saturday: 22

1. from 9 a.m. to 10 p.m. in the area specified in the Park 23
Heights Master Plan adopted by the City in 2006; 24

2. from 9 a.m. to 10 p.m. in an area bounded as follows: from 25
the intersection of Belair Road and Anntana Avenue, southwest on Belair Road to the 26
intersection of Belair Road and Frankford Avenue, southeast on Frankford Avenue to the 27
intersection of Frankford Avenue and Sipple Avenue, west on Sipple Avenue to the 28
intersection of Sipple Avenue and Crenshaw Avenue, southeast on Crenshaw Avenue to 29
the intersection of Crenshaw Avenue and Goodnow Road, southeast on Goodnow Road to 30
the intersection of Goodnow Road an d Sinclair Lane, northeast on Sinclair Lane to the 31
intersection of Sinclair Lane and Radecke Avenue, west on Radecke Avenue to the 32

intersection of Radecke Avenue and Anntana Avenue, then north on Anntana Avenue to 1
the intersection of Anntana Avenue and Belair Road; and 2

3. from 6 a.m. to midnight in all other locations in the City; 3
and 4

(ii) on the Sundays that fall between Thanksgiving Day and New 5
Year’s Day, from 1 p.m. to 9 p.m., if [, on or before September 30 of that year, ] the license 6
holder has paid a supplementary license fee of $120 for each Sunday the privilege is to be 7
exercised. 8

(2) In addition to the privileges specified under paragraph (1)(ii) of this 9
subsection, the license holder may sell beer, wine, and liquor for off–premises consumption 10
on two additional Sundays during the calendar year if the holder pays a license fee of $120 11

12–2103. 13

(a) The Board shall immediately suspend without a hearing the renewal license 14
of a license holder that fails to present to the Board by [October 30] MARCH 30 annually 15
a certificate issued by the Director of Finance showing that all personal property taxes due 16
to the City or State are paid. 17

(b) The Board shall immediately reinstate a license suspended under this section 18
without a hearing on presentation of the required certificate. 19

SECTION 2. AND BE IT FURTHER ENACTED, That this Act shall take effect July 20
1, 2026. 21
