Anne Arundel County Board of Education – Constituent Services 2
Liaison – Establishment 3

FOR the purpose of requiring the Anne Arundel County Board of Education to hire a 4
constituent services liaison before the beginning of a certain school year; requiring 5
the president of the county board, in consultation with counsel for the county board, 6
to negotiate a certain employment agreement; providing that the constituent 7
services liaison is subject to removal by the president of the county board under 8
certain circumstances; requiring the constituent s ervices liaison to provide certain 9
services and to have certain experience before being hired by the county board; 10
providing for the salary of the constituent services liaison; and generally relating to 11
the constituent services liaison of the Anne Arundel County Board of Education. 12

SECTION 1. BE IT ENACTED BY THE GENERAL ASSEMBLY OF MARYLAND, 18
That the Laws of Maryland read as follows: 19

(A) (1) SUBJECT TO PARAGRAPH (2) OF THIS SUBSECTION A ND BEFORE 2
THE BEGINNING OF THE 2026–2027 SCHOOL YEAR, THE COUNTY BOARD SHALL HIRE 3
A CONSTITUENT SERVICES LIAISON. 4

(2) THE PRESIDENT OF THE COUNTY BOARD, IN CONSULTATION WITH 5
COUNSEL FOR THE COUN TY BOARD , SHALL NEGOTIATE THE TERMS OF THE 6
EMPLOYMENT AGREEMENT FOR THE CONSTITUENT SERVICES LIAISON. 7

(B) THE CONSTITUENT SERVICES LIAISON SHALL BE SUBJECT TO REMOVAL 8
BY THE PRESIDENT OF THE COUNTY BOARD IN ACCORDANCE WITH THE TERMS OF 9
THE EMPLOYMENT AGREE MENT REQUIRED UNDER SUBSECTION (A)(2) OF THIS 10
SECTION. 11

(C) THE CONSTITUENT SERVICES LIAISON SHALL: 12

(1) ACT AS THE LIAISON BE TWEEN THE COUNTY BOA RD AND 13
MEMBERS OF THE COMMUNITY; 14

(2) ASSIST COMMUNITY MEMBERS IN ACCESSING SERVICES OF ANNE 15
ARUNDEL COUNTY PUBLIC SCHOOLS AND OTHER STATE AND COUNTY 16
EDUCATION–RELATED SERVICES; 17

(3) ENGAGE COMMUNITY PARTNERS AND LOCAL ORGANIZATIONS TO 18
ADVANCE THE STRATEGI C GOALS OF ANNE ARUNDEL COUNTY PUBLIC SCHOOLS; 19
AND 20

(4) HAVE EXPERIENCE WORKI NG IN SPECIAL EDUCAT ION BEFORE 21
BEING HIRED UNDER THIS SECTION. 22

(D) THE CONSTITUENT SERVI CES LIAISON SHALL RE CEIVE AN ANNUAL 23
SALARY SET BY THE COUNTY BOARD. 24

SECTION 2. AND BE IT FURTHER ENACTED, That this Act shall take effect July 25
1, 2026. 26
