DELIVER HEALTH SERVI CES, INCLUDING PRIMARY CA RE, SCREENINGS, AND 2
PREVENTIVE SERVICES, DIRECTLY TO UNDERSER VED OR VULNERABLE 3
COMMUNITIES. 4

(C) “MOMMOBILE” MEANS THE BALTIMORE CITY MOBILE INFANT AND 5
MATERNAL HEALTH PILOT PROGRAM. 6

PILOT PROGRAM IN THE DEPARTMENT. 9

THE PURPOSE OF MOMMOBILE IS TO USE MOBILE HEALTH UN ITS TO BRING 11
POSTPARTUM CARE DIRECTLY TO BALTIMORE NEIGHBORHOODS TO: 12

(1) DELIVER POSTPARTUM CH ECKUPS, MENTAL HEALTH 13
SCREENINGS, AND CARE COORDINATION; 14

(2) ALLOW HEALTH CARE PRO VIDERS, INCLUDING MIDWIVES A ND 15
DOULAS, TO PROVIDE CULTURALLY COMPETENT CARE; 16

(3) REDUCE TRANSPORTATION BARRIERS AND IMPROVE 17
POSTPARTUM VISIT ATTENDANCE; 18

(4) IMPROVE THE IDENTIFIC ATION OF BEHAVIORAL HEALTH RISKS 19
AND SUPPORT REFERRAL S TO SOCIAL SERVICES AND COMMUNITY PROGRA MS IN 20
BALTIMORE CITY; AND 21

(5) IDENTIFY KEY METRICS THAT CAN BE USED TO ASSESS MATERNAL 22
HEALTH OUTCOMES. 23

THE SECRETARY, IN CONSULTATION WITH THE BALTIMORE CITY HEALTH 25
DEPARTMENT, SHALL DETERMINE THE FOLLOWING FOR MOMMOBILE: 26

(1) THE TIME FRAME AND ST EPS NECESSARY TO EST ABLISH 27
MOMMOBILE; 28

(2) THE NEIGHBORHOODS OF BALTIMORE CITY IN WHICH 1
MOMMOBILE WILL OPERATE; 2

(3) FUNDING SUPPORT FOR MOMMOBILE, INCLUDING 3
ESTABLISHING PARTNER SHIPS TO USE EXISTIN G MOBILE HEALTH UNIT S IN 4
BALTIMORE CITY; 5

(4) THE RESOURCES NECESSARY TO SUPPORT MOMMOBILE; 6

(5) SERVICES THAT WILL BE OFFERED THROUGH MOMMOBILE; 7

(6) A PLAN TO STAFF THE MOBILE HEALTH UNITS WITH APPROPRIATE 8
HEALTH CARE PROVIDERS FOR THE SERVICES IDENTIFIED UNDER ITEM (5) OF THIS 9
SECTION; AND 10

(7) A PLAN TO EVALUATE THE EFFECTIVENESS OF MOMMOBILE, 11
INCLUDING FEEDBACK FROM HEALTH CARE PROVIDERS AND PATIENTS. 12

ON OR BEFORE DECEMBER 1 EACH YEAR , BEGINNING IN 2027, THE 14
SECRETARY SHALL REPOR T TO THE GOVERNOR AND , IN ACCORDANCE WITH § 15
2–1257 OF THE STATE GOVERNMENT ARTICLE, THE SENATE FINANCE COMMITTEE 16
AND THE HOUSE HEALTH COMMITTEE, ON THE IMPLEMENTATION OF MOMMOBILE. 17

SECTION 2. AND BE IT FURTHER ENACTED, That this Act shall take effect 18
October 1, 2026. 19
