A BILL ENTITLED

AN ACT concerning 1

State Agencies – Adoption of Regulations – Required 2

FOR the purpose of requiring a unit of State government to finalize adoption of certain 3
regulations before collecting any fee or other payment under a program authorized 4
or required under State law; and generally relating to the adoption of regulations by 5
State agencies. 6

SECTION 1. BE IT ENACTED BY THE GENERAL ASSEMBLY OF MARYLAND, 12

REGULATIONS TO IMPLE MENT A PROGRAM THAT IS AUTHORIZED OR REQ UIRED 17
UNDER STATE LAW , THE UNIT MAY NOT COL LECT ANY FEE OR OTHE R PAYMENT 18
UNDER THAT PROGRAM U NTIL TH E UNIT FINALIZES ADO PTION OF THE 19
REGULATIONS THAT IMPLEMENT THE PROGRAM. 20

SECTION 2. AND BE IT FURTHER ENACTED, That this Act shall take effect 21
October 1, 2026. 22
