Benefits 3

FOR the purpose of altering the salaries of the County Commissioners of Calvert County, 4
the president and members of the Calvert County Board of Education, and the 5
County Treasurer of Calvert County; repealing a certain provision about the salary 6
of State’s Attorneys; altering the benefits of the County Commissioners of Calvert 7
County; altering certain retirement benefits for the County Treasurer of Calvert 8
County under certain circumstances; providing that this Act does not apply to the 9
salary or compensation of the incumbent County Commissioners of Calvert County, 10
the president and members of the Calvert County Board of Education, or the County 11
Treasurer of Calvert County; and generally relating to the compensation received by 12
certain Calvert County offici als and the president and members of the Calvert 13
County Board of Education. 14

SECTION 1. BE IT ENACTED BY THE GENERAL ASSEMBLY OF MARYLAND, 17
That the Laws of Maryland read as follows: 18

Article 5 – Calvert County 19

2–101. 20

(a) Five County Commissioners comprise the Board of County Commissioners of 21
Calvert County. 22

(b) (1) The annual salary of the president of the Board is[: 23

(I) $44,500 for calendar year 2018; 24

(II) $46,000 for calendar year 2019; 25

(III) $47,500 for calendar year 2020; 26

(IV) $49,000 for calendar year 2021; and 27

(V) $50,500 for calendar year 2022 and each subsequent calendar 28
year] $58,000. 29

(2) The annual salary of each of the associate members of the Board is[: 30

(I) $42,000 for calendar year 2018; 31

(II) $43,500 for calendar year 2019; 1

(III) $45,000 for calendar year 2020; 2

(IV) $46,500 for calendar year 2021; and 3

(V) $48,000 for calendar year 2022 and each subsequent calendar 4
year] $53,000. 5

(c) Each Commissioner may be reimbursed up to an annual total of $2,000, for 6
any reasonable costs incurred by the Commissioner in carrying out the functions of the 7
office. 8

(d) A Commissioner may participate in the Calvert County Employees 9
Retirement Savings Plan. 10

(E) AFTER 10 YEARS OF SERVICE AS A COMMISSIONER, REGARDLESS OF 11
AGE, A FORMER COMMISSIONER MAY RECE IVE BENEFITS UNDER T HE COUNTY 12
RETIREE HEALTH BENEFITS PROGRAM. 13

Article – Criminal Procedure 14

15–405. 15

(a) This section applies only in Calvert County. 16

(b) [(1)] The State’s Attorney’s salary is equal to the salary of a circuit court 17
judge. 18

[(2) A salary increase shall take effect at the beginning of the elected term 19
of office and may not increase during the term of office.] 20

Article – Education 21

3–303. 22

(a) At its first meeting at the beginning of each calendar year, the county board 23
shall elect a president and a vice president from among its members. 24

(b) (1) The president of the county board is entitled to receive: 25

(I) $6,500 [annually] as compensation [and the] FOR CALENDAR 26
YEAR 2026; AND 27

(II) $8,500 AS COMPENSATION FOR CALENDAR YEAR 2027 AND 28
EACH SUBSEQUENT CALENDAR YEAR. 29

(2) THE other members OF THE COUNTY BOARD are entitled to receive: 1

(I) $5,500 [each annually] as compensation FOR CALENDAR YEAR 2
2026; AND 3

(II) $7,500 AS COMPENSATION FOR CALENDAR YEAR 2027 AND 4
EACH SUBSEQUENT CALENDAR YEAR. 5

[(2)] (3) An elected member is entitled to health insurance benefits 6
regularly provided to employees of the board of educ ation under the same terms and 7
conditions extended to other employees of the board of education. 8

Article – Local Government 9

16–202. 10

(a) The annual salary of the County Treasurer of Calvert County is [$57,500] 11
$115,000. 12

(b) (1) The County Treasurer of Calvert County shall appoint one deputy 13
treasurer. 14

(2) The County Commissioners of Calvert County shall set the annual 15
salary of the deputy treasurer. 16

(c) (1) [An] EXCEPT AS PROVIDED IN PARAGRAPH (2) OF THIS 17
SUBSECTION: 18

(I) AN individual who serves as County Treasurer of Calvert County 19
for at least three terms shall receive an annual pension when the individual leaves office 20
of $150 for each year served[. 21

(2) The]; AND 22

(II) THE pension shall be paid at least once per month. 23

(2) BEGINNING WITH THE TE RM OF OFFICE THAT BE GINS ON OR 24
AFTER NOVEMBER 4, 2026, AN INDIVIDUAL WHO SE RVES AS COUNTY TREASURER 25
OF CALVERT COUNTY SHALL RECEIVE THE SAME PENSION BEN EFITS AS COUNTY 26
EMPLOYEES. 27

(d) The County Commissioners of Calvert County shall: 28

(1) provide in its annual budget a pension of $150 per month to be paid to 1
the surviving spouse of any county treasurer who served as of October 1974; and 2

(2) pay the pension for the life of the surviving spouse. 3

SECTION 2. AND BE IT FURTHER ENACTED, That, in accordance with Article 4
III, § 35 of the Maryland Constitution, this Act may not be construed to extend or apply to 5
the salary or compensation of the County Commissioners of Calvert County, the president 6
and members of the Calvert County Board of Education, or the County Treasurer of Calvert 7
County while serving in a term of office beginning before the effective date of this Act, but 8
the provisions of this Act concerning the salary or compen sation of the County 9
Commissioners of Calvert County, the president and members of the Calvert County Board 10
of Education, or the County Treasurer of Calvert County shall take effect at the beginning 11
of the next following term of office. This limitation does not apply to an individual appointed 12
or elected after the effective date of this Act to fill out an unexpired term. 13

SECTION 3. AND BE IT FURTHER ENACTED, That this Act shall take effect 14
October 1, 2026. 15
