A BILL ENTITLED

AN ACT concerning 1

Anthony McCarthy Task Force to Study Dialysis Outcomes 2

FOR the purpose of establishing the Anthony McCarthy Task Force to Study Dialysis 3
Outcomes; and generally relating to the Anthony McCarthy Task Force to Study 4
Dialysis Outcomes. 5

SECTION 1. BE IT ENACTED BY THE GENERAL ASSEMBLY OF MARYLAND, 6
That: 7

(a) There is an Anthony McCarthy Task Force to Study Dialysis Outcomes. 8

(b) The Task Force consists of the following members: 9

(1) two members of the Senate of Maryland, appointed by the President of 10
the Senate; 11

(2) two members of the House of Delegates, appointed by the Speaker of 12
the House; 13

(3) the Secretary of Health, or the Secretary’s designee; 14

(4) one additional representative of the Maryland Department of Health, 15
designated by the Secretary of Health; and 16

(5) the following members, appointed by the Governor: 17

(i) one physician licensed in the State who specializes in urology; 18

(ii) one physician licensed in the State who specializes in nephrology; 19
and 20

(iii) two individuals in the State who have received dialysis 1
treatment. 2

(c) The Governor shall designate the chair of the Task Force. 3

(d) The Maryland Department of Health shall provide staff for the Task Force. 4

(e) A member of the Task Force: 5

(1) may not receive compensation as a member of the Task Force; but 6

(2) is entitled to reimbursement for expenses under the Standard State 7
Travel Regulations, as provided in the State budget. 8

(f) The Task Force shall: 9

(1) evaluate current dialysis patient outcomes in the State; 10

(2) study methods, programs, and approaches that would improve dialysis 11
patient outcomes, including: 12

(i) increased access to in–home dialysis treatment options; 13

(ii) the establishment of a training program for individuals receiving 14
in–home dialysis treatment and the individuals’ caretakers; 15

(iii) the creation of a mandatory certification for home health aide s 16
who provide support to individuals receiving in–home dialysis treatment; 17

(iv) the establishment of a grant program to provide monetary 18
support to dialysis patients , including for home modifications for individuals receiving 19
in–home dialysis treatments; 20

(v) the creation of a food –as–medicine grant program for dialysis 21
patients to have reliable access to affordable, renal–friendly foods; 22

(vi) public service campaigns to educate individuals about kidney 23
health; and 24

(vii) community screening ev ents for kidney –related medical 25
concerns; and 26

(3) make legislative recommendations regarding methods to improve 27
dialysis patient outcomes while minimizing taxpayer burdens. 28

(g) On or before May 31, 2027 , the Task Force shall report its findings and 1
recommendations to the General Assembly , in accordance with § 2 –1257 of the State 2
Government Article. 3

SECTION 2. AND BE IT FURTHER ENACTED, That this Act shall take effect June 4
1, 2026. It shall remain effective for a period of 1 year and 1 month and, at the end of June 5
30, 2027, this Act, with no further action required by the General Assembly, shall be 6
abrogated and of no further force and effect. 7
