SECTION 1. BE IT ENACTED BY THE GENERAL ASSEMBLY OF MARYLAND, 9
That the Laws of Maryland read as follows: 10

Article – Courts and Judicial Proceedings 11

(e) (4) (i) Except as provided in paragraphs (5) and (6) of this subsection, 13
from the fines collected by a political subdivision as a result of violations enforced by speed 14
monitoring systems, work zone speed control systems, stop sign monitoring systems, school 15
bus monitoring cameras, bus lane monitoring systems, or noise abatement monitoring 16
systems, a political subdivision: 17

1. May recover the costs of implementing and administering 18
the speed monitoring systems, work zone speed control systems, stop sign monitoring 19
systems, school bus monitoring cameras, bus lane monitoring systems, or noise abatement 20
monitoring systems; and 21

2. Subject to subparagraphs (ii), (iii), and (iv) of this 22
paragraph, may spend any remaining balance solely for public safety purposes, including 23
pedestrian or highway safety programs. 24

(VIII) FROM THE FINES COLLEC TED BY THE TOWN OF FOREST 25
HEIGHTS AS A RESULT OF VIOLATIONS ENFORCED BY SPEED MONITORING SYSTEMS 26
PLACED IN ACCORDANCE WITH § 21–809(B)(1)(XIII) OF THE TRANSPORTATION 27
ARTICLE, ANY BALANCE REMAININ G AFTER THE ALLOCATI ON OF FINES UNDER 28
SUBPARAGRAPH (I)1 OF THIS PARAGRAPH SH ALL BE USED F OR PUBLIC SAFETY 29
PURPOSES, HIGHWAY IMPROVEMENTS , AND TRAFFIC –CALMING MEASURES IN 30
FOREST HEIGHTS. 31

(a) (1) In this section the following words have the meanings indicated. 34

(9) “Speed monitoring system” means a device w ith one or more motor 1
vehicle sensors producing recorded images of motor vehicles traveling at speeds at least 12 2
miles per hour above the posted speed limit. 3

(b) (1) (i) 1. A speed monitoring system may not be used by a local 4
jurisdiction under this section unless its use is authorized by the governing body of the local 5
jurisdiction by local law enacted after reasonable notice and a public hearing. 6

(vi) This section applies to a violation of this subtitle recorded by a 7
speed monitoring system that meets the requirements of this subsection and has been 8
placed: 9

3. In Prince George’s County: 10

A. Subject to [subparagraph (vii)1 ] SUBPARAGRAPHS 11
(VII)1 AND (XIII) of this paragraph, on Maryland Route 210 (Indian Head Highway); or 12

(vii) 1. Not more than [six] EIGHT mobile or stationary speed 13
monitoring systems may be placed on Maryland Route 210 (Indian Head Highway). 14

(XIII) THE TOWN OF FOREST HEIGHTS MAY PLACE TWO SPEED 15
MONITORING SYSTEMS O N MARYLAND ROUTE 210 (INDIAN HEAD HIGHWAY) 16
BETWEEN THE INTERSTATE 95/495 INTERCHANGE AND THE INTERSECTION OF 17
KERBY HILL ROAD AND LIVINGSTON ROAD. 18

SECTION 2. AND BE IT FURTHER ENACTED, That this Act shall take effect 19
October 1, 2026. 20
